1949, the Second World War is over and now the Cold War is in full swing as China falls to the Maoists, Korea is divided, and the Iron Curtain is drawn over Eastern Europe.

In Western Europe, Italy continues to rebuild from the ashes of World War II and is now back on track to being a fully modern nation.

Turn 1: Autumn, 1949

  • From: Italy
  • To: The United States

We request help in modernizing our military so we can help defend ourselves from the Soviet Union. Could you send officers to help train our troops against the possible threat of a Soviet invasion?

  • From: Italy
  • To: Japan

The Italian government would like to collaborate with Japan on technological and medical research. We can send our best scientists and researchers to help out.

Excerpt from the diaries of Yukimura Kaede, Oyabun
1949, Year-End Summary: good year. Business income in exchange for protection is constant, exploitation of international banking systems is going well, and pachinko is taking off once again. Income is good, in coming years recruitment will be paramount.

Tall, young, healthy: the perfect leader to take the Yakuza from a collection of small criminal clans into something far greater. She'd managed the first step of uniting them... now she just had to get them to somewhere where they could be more than small-time thieves.

She just needed assistance.

Emperor,
I can provide funds for the rebuilding of Japan as required, I just request availability of ex-military personnel to train my subordinates. When the time comes, you will be additionally rewarded for helping.

Four years since the defeat of Japanese Imperialists, the Korean homeland is split between ideologies. While one foreign enemy has been evicted from the peninsula, foreign influence is far from removed. Elections are unlikely to be held and therefore the Democratic People's Republic of Korea has been established north of the 38th parallel. The DPRK stands in autumn of 1949 continuing to rebuild after Japanese colonization and facing the threat of a western-backed South.

Autumn 1949

From: Democratic People's Republic of Korea

To: Union of Soviet Socialist Republics

The DPRK formally requests military aid to shore up the Korean People's Army. We request surplus equipment, in particular armor and aircraft to help defend our nation against possible attack from the south. Advisers would also be welcome to help form it into a functioning, modern military. You have our thanks.

Additionally we would be most interested in undertaking joint scientific research ventures with the Soviet Union. Science and mathematics are part of the foundation of education for our future generations, and we welcome the opportunity to work with other nations towards any research in these fields.

From: Democratic People's Republic of Korea

To: People's Republic of China

The DPRK formally requests aid in the form of excess military hardware the People's Republic may have acquired in recent fighting. In exchange we propose not only monetary compensation but a joint venture between our socialist nations in the industrial field. As both of our nations are in need of industrialization, it may benefit us to work together towards such a goal.

The crushing defeat of the Imperial Japanese army is a boon to every man, woman, and child under the Chinese banner. The defeat of the exorbitant and wasteful upper classes by the esteemed Communist party is nothing short of a blessing. The year is 1949, and the age of Empires is ended, the Mandate of Heaven lying deep in a grave. Lead by young and enigmatic Bang Chung, China already faces an uphill battle against hunger, disease, and internal strife. But there is no battle in Executive Chung's eyes that cannot be won by cleverness and indomitable will.

Autumn, 1949

From: People's Republic of China

To: Democratic People's Republic of North Korea

The terms of this exchange are quite ideal, representative, though we do not yet have an accurate estimate of excess arms and ordinance. In the following year, we will conduct proper inventory over the remaining resources from our conflicts. After that year, we would be more than pleased to establish partnership. We apologize for the discordant delay of affairs.

Autumun, 1949

  • From: The United Kingdom
  • To: The United States of America

Harry, after our joined efforts to bring peace back to Europe, I trust we will all do our best to keep it like that for decades to come, right?

I'd like to request that our two countries enter a shared effort to focus our forces in improving technologies that will benefit our people. Technology the people can use in their homes, so they can have a better and easier life now that they are together.

I am currently working on wrapping up all loose ends from the war in order to make the people of England happy. I trust you are doing the same?

Signed, Charlie J. Winstor

  • From: The United Kingdom
  • To: The Union of Soviet Socialist Republics

My dear friends,

After our hard work in bringing peace back to the world, I cannot help but look back and congratulate us all. Especially all of you at the USSR. Without your help, our victory would have been much more sour.

Which is why I say that we should all aim to keep things the way they are. We are just coming out of a dark period in history, and I think the last thing we want is to plunge back into it.

I understand relationships between you and our American friends aren't that warm, but please, think of the people.

Signed, Charlie J. Winstor

England's requests for this turn:

  • Infrastructure Reform: take care of any loose ends from the war (rationing, reconstruction of destroyed cities, families without homes)
  • Economic Reform: bill to properly reintroduce rationed items back into the economy so all citizens can get them.

Japan: Year One of the Heisei Era
A new age dawns for the rising sun

Only a few years had passed since it happened. With two precision strikes, Imperial Japan had lost the war. Where once were the proud cities of Nagasaki and Hiroshima there now stood two radioactive craters. The thoughts of the Japanese people were already grim when the old emperor suddenly died, bringing the Showa Era to its all too tragic end. The people were desperate for something, anything to lead them out of these dark times...

Ishinomori Go, emperor of the new Heisei Era, wished to be the light that would guide them. Under his guidance, Japan would soon enough return to its former glory. And in his eyes, the best way to do this was to cultivate the scientific minds of the country. Through the path of knowledge they would learn the ways of happiness and prosperity, and the strength of the nation would return. Science was what made mankind powerful, after all.

But before all that came diplomacy. In order to make his nation strong, he would have to choose his allies carefully. It seemed that already some had sent envoys to the new emperor... Italy had been one of their allies during the war, so it only made sense that they would be one of the first to contact him. Perhaps they wished to rekindle their alliance from before, and turn it towards a more noble goal? Hmmm...

  • The divine word of Ishinomori Go, Emperor of Japan
  • For care of: President Maria Mello of Italy
As Emperor of Japan, my word represents the will of my people, and my people wish to honour our alliance of the past. As such, we respectfully accept your offer of cooperation upon scientific endeavours. May our alliance be as fruitful as a good harvest.

...And there was one more letter that was brought to his attention, this one sent from within his own country. Ah, from those... Very nice people... It was true times were tough, and he needed all the help he could get right now... And they were somewhat more legitimate than that "Mafia" he'd heard about... Hmmm...

  • The divine word of Ishinomori Go, Emperor of Japan
  • For care of: Yukimura Kaede, Oyabun of the Yakuza
As the descendant of Amaterasu-Omikami, it is my sacred duty to protect and care for our great land of Japan. Whilst I find some of your methods questionable, if you can guarantee results then I shall lend you my assistance. But be warned, the ever-scrutinizing eye of the emperor shall be cast upon you.

As long as they didn't disgrace their proud nation by acting like common thugs, the Yakuza would receive the aid of the Emperor.

Mother really is set on me getting that satin dress we saw up in Milan on our family trip there before the war. Might be a bit of a risk to go so far north away from the family but nobody really knows my identity! I should be able to sneak through the country undetected, so wish me luck baby! Miss you greatly, but Lord knows these boys would be lost without me!

On a more serious note (not that my wedding dress isn't serious business, hahaha!) I think the government has finally got it's act together enough to put more effort into shutting us down this side of the Atlantic. That bitch Mello hates my guts even though she has no idea who I am, the idiot. Her country is still rebuilding, so beats me as to why they want to go after me. I mean sure, I'm embezzling a little money here and there but it's not like the amount I'm taking is even close to the amount it'll take to catch me! I'm just thinking I'll probably need to up my game a bit. You should consider your ins with the American government. If we can get some political pressure from the US on Italy for anything, economic, whatever, that'll probably ease the heat on us.

Think about you every day darling,

1949

Harry A. Truman rested on his seat on the White House, staring at his plans for the new superpower he had on his hands. First of all, he needed Americans to work together, especially after the war and after seeing what the Soviet Union could do. They would make a mighty common enemy, someone he could paint as the enemy so people won't start having second ideas about who they should support. Then again, he didn't want to start acting like the dictators he had just defeated in Europe. After he received a few messages from other countries, he decided it was time to get to work.

  • From: The United States of America
  • To: Italy

Friend,

I'd love to help you with support against a possible Soviet invasion. However, I believe it is too early for the American people. I am sending a group of our best, most dedicated soldiers. They will teach your troops the tactics that gave us the victory over the Germans.

From the Desk of Harry A. Truman, President of the United States.

  • From: The United States of America
  • To: The United Kingdom

Charlie,

Don't worry! I can only see two things in the future: peace and progress.

From the Desk of Harry A. Truman, President of the United States.

  • From: The United States of America
  • To: Daniel Greene

Dear Daniel,

I've personally written this letter to you to assure you that the Italian government is currently one hundred percent focused on making sure their citizens can live normal lives once more. If there are any people stealing money from this noble cause, then they should be taken care of immediately- by the Italian government.

From the Desk of Harry A. Truman, President of the United States.

  • From: The United States of America
  • To: Japan

Emperor Ishinomori Go,

First of all, I'd like to begin our conversations by saying that as countries working to bring the best of the future today, we should both put our pasts behind us. The context surrounding the unfortunate events that signified the end of the War will forever be remembered, and let us pray, will never happen again.

As a friend of the world, the US would like to offer their help to the reconstruction of the Japanese Empire. We do not believe such a promising country should be punished for the mistakes their predecessors made. I propose a program: we send engineers and architects to your country, and, in return, you inform us of any and all technological developments made within your borders. We will do the same for our developments, I assure you.

Here is to the future! The next generations of both our countries will look back to this day with pride!

From the Desk of Harry A. Truman, President of the United States.

Requests from the United States:

  • Economic Reform: heavy investment on the media. Bills that will help the creation of local and national radio and television broadcasting stations, with a few rules- every station must have a daily, nightly news segment, where they must report the truth, no matter what the truth is. In times of need, the US Government may call for one hour of propaganda to be broadcast throughout the day. Additional bills also invest on studios, encouraging them to create entertainment for television and radio, ranging from comedy radio shows to animated shorts.
  • Infrastructure Reform: after the atrocities committed in Europe, the US cannot move on while all races, ethnicities and religions don't have equal rights. The Truman Rights Act makes it so that each citizen must treat each other fairly, no matter their race or religion. If one discriminates another based on these facts, they will be fined, and if they do not change their behavior, they will be arrested. Attached to this Act is a Bill that allows Congress to replace local governors and mayors if they do not follow the rules of the Truman Right Act.

Having been duly elected by the first congress of the Korean Worker's Party, President Kim Sang-Ji felt a little overwhelmed by the task before her. Korea in 1949 was newly independent from Japan and was fairly poor. She was charged by her peers within the Party with bringing this former colony into the 20th century. Young as she was, she'd seen fighting against the Japanese and gained fame as a patriot in the process. Many things needed addressing, so with the assistance of advisers she tenuously set about trying to strengthen the DPRK.

December 1949

From: Democratic People's Republic of Korea

To: People's Republic of China

We understand the limitations your esteemed nation has in the aftermath of wars with Japanese imperialists and Nationalist bourgeois warmongers. While we anticipate greatly the results of your inventory and negotiating the acquisition of surplus goods. In the intervening time the DPRK wishes the People's Republic the best of fortune in creating a true socialist state that will benefit all the Chinese people.

Signed, Kim Sang-Ji

North Korean Requests, Turn 1: Economic Reform/Workforce: Institute state-mandated gender equality in wages alongside a minimum wage for all labor, while allowing for some fluctuation in wages due to international trade. Infrastructure Reform: Build/Maintain public schools in major population centers to begin efforts to educate all the DPRK's children.

The victories of the Chinese people, not over enemies but their own adversities, roll in strongly over the renewed irrigation system and the newly democratized workplaces. It would not be long before the People's Republic could establish a firm foundation on which to grow their industries and economy. Hopefully, their neighborhood with Russia could allow them time for military advance, as well.

To: Kim Sang-Ji, President of the Democratic People's Republic of Korea

From: Hang Chung, Supreme Executive of the People's Republic of China.

In the favor of establishing our long term partnership as nations, herein you will find a protectorate, signed by myself and every regional executive of the People's republic. In the place of excess weaponry, you have our ineffable military support in the event your being assaulted by capitalist nations. As our nation's economy recovers from years of war and revolt, I hope you find this document even more to you liking than the temporary charity of arms and ordinance.

When both our countries stop smoking, perhaps we could set aside some time to meet personally? It would be my honor adress our nations' affairs over a hot meal and some great tea.

With Gratitude, Hang Chung, Supreme Executive of the Peoples' Republic of China

Infrastructure Reform: If Lady Sang-Ji will see China for the first time, it is better she gather a good impression. Of course this is for the purpose of having her validate the protectorate. Yes. Entirely for that one purpose. Restore the damaged infrastructure, focusing primarily on the largest cities.

Economic Reform: Now that China's industries are democratically run (though still given general direction by the state), it is time to Collectivise the farms. Each farm-owing family may retain one-half half acre to sustain themselves (as well as their livestock), with the rest of the land being owned communally. Every region is granted autonomy from another to address their specific concerns, but they're still accountable to Federal mandate. They may elect up to a maximum of five delegates per region to meet monthly with the urban trade unions as to negotiate the division of crop yields.

Japan, Heisei 2

  • The divine word of Ishinomori Go, Emperor of Japan
  • For care of: President Harry A. Truman of the United States of America
The people of Japan shall never forget the tragedy that befell Nagasaki and Hiroshima, but we shall not let grudges blind us from the more important matter of ensuring that war never escalates to a point where use of such a weapon is necessary ever again. The power of the sun must never be used for destructive ends, and as long as both our nations keep this in mind we shall gladly accept your aid. Let us hope that the new sunrise heralds the dawn of an era of peace and prosperity, and not death and destruction.

Requests for Japan (including rollover from last year):

  • Economic Reform (1): In an attempt to bolster the morale of Japan's people, as well as to create a potential product to sell to other countries should it prove successful, the emperor has decided to fund an idea for the creation of a serial starring a group of heroes in brightly coloured costumes fighting fantastic enemies who threaten their fair country. If things turn out just right, it may become the start of something big...
  • Infrastructure Reform (2): The worst of the damage to Hiroshima and Nagasaki has began to clear, and now is the time to begin restoration. The emperor has proposed that the two cities shall be rebuilt to their former glory, and a monument to the lives taken during the bombings shall be erected in both.
  • Infrastructure Reform (2): Although Nagasaki and Hiroshima suffered the worst blows in the war, the rest of Japan did not fare too well either. Wide-scale urban redevelopment must take place, so that hopefully the people of Japan will not only be able to see the glory of their beautiful nation restored, but if all goes to plan the country and the lives of those who live in it shall be improved by the changes brought about during reconstruction.
  • Sci-Fi Technology (1): After the horrendous toll the war took on the population of Japan, the new emperor has decided to research a way to better protect his country whilst ensuring his people are kept safe from harm. His proposal, which shall be kept secret as best as possible from the other nations for now, is to construct a gigantic suit of armour; some sort of walking tank in the shape of a collosal samurai of steel. Not only will a humanoid form inspire hope in those it protects, but it shall also hopefully serve as an intimidating figure against those who would dare threaten Japan. It will take a long time to get any real results from this research, but an early start shall hopefully ensure it will be finished sooner rather than later.

Korean history had always been a mixed bag, and so too was the first season of the DPRK's existence. It was with great enthusiasm that the nation achieved equality in pay between genders and a national minimum wage. Progress towards building schools had been slower than preferable, but that was owing to the weather in northern Korea. When word returned that China had something different on offer than military hardware, the President began to re-evaluate the DPRK's strategic position. All while ignoring suggestions - some subtle, some heavy handed - that she marry; suggestions which came from her own cabinet.

To: Hang Chung, Supreme Executive of the People's Republic of China.

From: Kim Sang-Ji, President of the Democratic People's Republic of Korea

Firstly, the Democratic People's Republic is quite interested in establishing a firm and long-lasting partnership. We have every intention of maintaining independence of action should difficult situations arise. This aside our nation would be amenable to a defense arrangement as has been put forth by your government. While we seek means to defend ourselves, it is reassuring to know that we have friends in the world.

This said it would be an honor to pay a visit to the People's Republic at your earliest convenience. A true partnership would be best founded on the basis of personal discussions. Once you have satisfactory time in your schedule, feel free to extend a formal invitation. Perhaps some day you will return the favor with a visit to P'yongyang?

With appreciation, Kim Sang-Ji President of the Democratic People's Republic of Korea

To: North Vietnam From: Kim Sang-Ji, President of the Democratic People's Republic of Korea

Greetings to the people of northern Vietnam! As our nations share a history of colonial occupation and recent struggles to shatter the chains of their control, the DPRK sees your esteemed nation as a kindred spirit. When you have the time, we would like to offer economic advisers to assist your efforts in that realm. We would also like to offer a full trade partnership with you should this be amenable to your interests.

Sincerely, Kim Sang-Ji

(Assuming we have more requests... if not disregard these for now):

Infrastructure Reform (2 Requests): Hopefully this year's weather will be more favorable than last year's. The DPRK will be attempting once again to build schools, this time with half being vocational establishments located near factories, farms, natural resources and the like. This will hopefully create a youth that has a diverse skill set.

Space Program (1 Request): Korea must make a name for itself and show the strength and will of its people. To that end the DPRK is instituting a new program to pursue knowledge and even travel to the stars. It will take many years to see the full fruits, but progress must begin now. It will be a statement to the world when complete and help emphasize maths and sciences within the DPRK as it develops.

The Union of Soviet Socialist Republics -- Turn 1/2, Winter 1949/1950*

The fires of war had seared the Soviet Union just as much - if not moreso - than the Western allies. They had borne the brunt of the Allies' casualties on the Eastern Front, each inch of soil paid for by twisted steel and the blood of young men. However, this proved to be a boon in disguise to the Soviet leadership, as it demonstrated the might of the Red Army, VVS, and the Red Fleet and provided ample pause to anyone who might have dared to even consider trying to claw back the gains the Russians had made in Eastern Europe. Similarly, German scientists and research had poured into the Motherland, ready to be put to good use by the Russians.

Now the world had settled into an era of uneasy peace, with two super powers - the United States and the USSR - pointing the guns of nuclear arsenals at each other. Neither dared to pull the trigger, but nor would they put them down. And so things had continued in this vein for four uncomfortable years, the spectre of atomic annihilation and Soviet/Western hegemony hanging heavy over both sides.

The Cold War, the struggle for supremacy from the shadows, had begun.

Snow settled around the Moscow Kremlin in thick sheets, the Russian winter as harsh as ever. Nicolai Ivashko watched in silence for several minutes through the window. He was in charge of the Soviet Union, the most powerful state ever known - bar, perhaps, the Americans, but they were of no real consequence right now. He was an older gentleman, his hair and well combed moustache greying. A bear of a man and somewhat portly, he was always seen in public in a military uniform. Nicolai's chest was festooned with the many medals and awards he had received, as appropriate for the Premier of the Soviet Union. His physical presence was almost as large as his political presence.

He turned to face the assembled officials - each one of them outwardly calm, though some moreso than others in the midst of a man who could effectively have them wiped from existence with a single order - and smiled warmly. "Comrades," he boomed, his voice deep and commanding. "We are on the verge of a great revolution. One that will see the entire world march as one under the Soviet banner. To that end, I will do whatever it takes to achieve it. I will expect you, in turn, to carry out my edicts without protest. Remember, the fate of our great Socialist union relies upon our swift and unerring action. Cowardice and laziness will not be tolerated. Go and carry out the will of the people!" He let his words hang in the air before barking, "Dismissed."

The officials scuttled out of the room with great haste, leaving Nicolai to ponder the diplomatic communiques that he had received...

From: The Union of Soviet Socialist Republics

To: Democratic People's Republic of Korea

Comrades,

As a fellow supporter of the Socialist cause, the Soviet Union welcomes your offers, as well as your requests. To deter Western aggression, we must present a united front to the Capitalists and deny them any opportunity to cause mischief. Though we cannot offer you the latest of our technology, we can provide equipment that should be adequate for your needs. We will send a detatchment of military advisors as soon as possible.

Similarly, scientific endeavour is one of the USSR's highest ideals. Our strength lies in unity, and unity shall be had in our allegiance.

Signed,

Nicolai Ivashko, Premier of the Union of Soviet Socialist Republics

From: The Union of Soviet Socialist Republics

To: The United Kingdom

Salutations,

Though we may have been able to win the war without Western help, the addition of your military technology helped to ease the bloodshed. As for your plea, at this time we have no intention of beginning a new World War. Both sides must rebuild and heal.

However, you and I both know that as long as you continue to support the decadent Americans, we can never truly be at peace. Though it may displease your backers, it is important to realise that fighting against the Soviet Union and its' people's ideals is futile, and the transition from the misguided greed of Capitalism can be eased if you were to do so of your own volition.

Therefore, I strongly urge you to reconsider your alignment with the United States before it is too late. I understand you have a shared history, but the future is brightest with the USSR. You must look ahead instead of remaining in the past.

Signed,

Nicolai Ivashko, Premier of the Union of Soviet Socialist Republics

From: The Union of Soviet Socialist Republics

To: Bang Chung, Supreme Executive of The People's Republic of China

Greetings, Comrade,

You will be pleased to know that we are ready and willing for trade to take place between our countries. If our people work as one and display solidarity, then the Western aggressors will have no recourse but to capitulate to the inherent virtues of the Socialist system. Though we understand the road ahead is difficult, we also know that the dilligence hitherto displayed by your government will bear fruit in the long term. Our allegiance will be of mutual benefit.

We look forward to seeing your continued progress,

Nicolai Ivashko, Premier of the Union of Soviet Socialist Republics

Soviet Union Requests, Turn 1

  • Economic Reform: The Soviet Union would like to loosen trade restrictions with fellow Socialist states, allowing more money to flow into their coffers and strengthen the economy.

  • Military Reform: Times change, and with them there is the need for improved teaching in the military, especially one as large as that of the USSR. To that end, the creation of new strategies/tactics and the refinement of older ones is paramount.

  • Infrastructure Reform: The USSR was battered in the last war, and some areas have still not recovered. Therefore rebuilding efforts must be redoubled so that we can focus on more pertinent issues.

Soviet Union Requests, Turn 2

  • Space Programme: [1 request] It would be a major political coup to achieve space flight prior to those pesky Americans, and it would serve as a shining beacon of Soviet prowess.

Leaning against a balcony, the redhead grinned as she looked over the waves. Recruitment had been a fantastic success, and the training and equipment had provided a solid basis for success in her next venture. There were still pockets of trouble to sort out—but they had control of most things.

Now she just had to sign all of the letters as the year rolled in.

To All,
I, on behalf of the Empire of Neo-Yamato, would like to request international recognition as a sovereign state, in place of the defunct Commonwealth of Australia -Kaede, henceforth Empress of Neo-Yamato

Italy—Do you still request military aid? By summer, troops should be available, with enough reserved for peacekeeping.

To:Emperor Go
Subject: Alliance
As a former subject, I would like to request, in addition to diplomatic recognition, a military, technological, and economic alliance, to strengthen Japanese presence both on the Pacific and World stages, through the combined might of our two countries.
From: Empress Kaede

Yes, I took Australia. Right at the end of the year.
