Honestly, I'm okay with the gag. Considering all the stuff Mickey found in the trash, I don't think they meant anything particularly mean by it. Plus, apparently the gag was close to being cut, so take that as you will.

They probably don't think there's much of an audience for Oswald shorts. In any event, I expect they'd do Donald, Goofy, Pluto, or Minnie shorts before they'd do Oswald, and right now they only seem inclined to do shorts with Mickey.
For one thing, they'd have to come up with a new personality for him; traditionally, he's pretty much the same kind of character as Mickey.
Actually, Minnie has her own shorts (Eau de Minnie, Clogged, Doggone Biscuits, and No Reservations). Donald's primarily the focus of the recent Christmas special.
I'm not sure why they don't have Oswald be a supporting character in one of these cartoons, though.
It's not like they have a modern personality for him that they would have to write around or deal with. They could literally have him be anything. That announcer for a sporting event, a la Jose? A random jerk who inconveniences Mickey, but not one that has Mortimer's personality? One of the random people used for gags, like the tons of them in the Boiler Room episode? Etc. It could be like how way back in the first season they cast Goofy the dick running the restaurant in No Service.
That said, I thought the gag here was hilarious.

Especially when there are characters that are part of the various Mickey Mouse cartoons that haven't been introduced.

Some of the DTVA team will be working with the imagineers on the new ride.
