I've gained a fondness for 8bit and similar electronic software. But I have two problems: 1. I have no idea what and where I can find software to compose on my own. I have an audio editing program, but it's difficult finding the sounds I'm looking for and it's a pain trying to make tunes that way. 2. And this is something I probably won't get help from. I'm blind so it's doubly hard finding a nongraphical interface. Alternatively anything using toolbars or commandlines would be best. But in any case, if I could get some suggestions for any software I'm looking for, I'd be very thankful. Even if it doesn't meet my requirements I might get lucky and be able to work with it.

The best software for composing authentic 8 bit music that I know of would be Famitracker. I'm not sure how well it would work for a blind person, honestly. But I know it isn't too graphically intensive. It's a tracker, so you input notes in a vertical line instead of horizontally, so that might help.

But on the other hand you would need to synthesize most of your sounds for it. This requires you to click in an area to add an instrument and bring up its properties which you set by inputing numbers on things like its volume and duty cycle. But I'm sure you can get around clicking about too much with hotkeys. I'll put some links below for you. Good luck and I hope you can put up some sounds sometime.

Unfortuently, I can't get it to work. I've tried the wiki, but there wasn't much help.

It's likely that you don't have any instruments set up, which unfortunately there's no specific key command for that. Now if you want, I could make a famitracker file with a set of 10 or so of blank instruments for you, which you could edit with key commands. Think of it as a blank template for you to work with.

But if that doesn't work out for you I'll contact the famitracker creators and see if they could have a tweaked version made for you, considering your condition and all.

Another option for you may be to use an adlib tracker run in dos box. Now the plus side to this is that it really doesn't use a mouse, being a dos application and all. So it may be possible for you to work with. The downside is that its generally alot more complicated in my book to work with.
