If I might venture some serious rules:

1. If you strengthen the hero,strengthen the villain(s) by the same or greater amount. E.g. if Naruto finds a sniper rifle, give Orochimaru a minigun.
2. Power equals power. Iron Man is just as much of a hero as Doctor Strange. Even knowledge is a power.
2a. If you write well enough, a supergenius, great tactician or master schemer can be on par with people who can level mountains. If you can't,either hint at it via other character's reactions. (Watchmen does this near the end) or don't bother. Too many contrived coincidences weaken a character.

3. Keep the characters in-character. If the story really needs one or more of them to behave radically differently from canon, explain how they got there.

4. Don't make up an OC just to have an OC. In fact, only make up an OC when there is no canon character who could reasonably fill the intended role. Some readers may appreciate OCs, but that's not why they came to the archive.

5. Don't repeat jokes from the source material unless it's an established Running Gag. If you can't think of a new in-character joke to fit the situation, don't put a joke there.

5a. Likewise, don't confuse verbatim transcription with novelization. Novelizations can be cool, but they need to offer something that the original TV show/movie/game/comic/etc. didn't.

6. When writing romance, no matter how much you ship the pairing, DO NOT make jump straight to the action without any form of development.

7. You'd better have a REALLY good reason for turning Barney The Dinosaur into something out of Silence Of The Lambs. Aside from anything else, it's been done approximately 10,994 times before.
