CatGirl vs. SproutingEars:

How should we classify a manga character that is never shown wearing actual physical cat ears, however the she is not only sometimes drawn with Sprouting Ears, but she also has a Nya/Meow Verbal Tic?

Reading the manga, she was clearly intended to invoke the Cat Girl trope, but since she is never shown onscrean with actual cat ears, I'm inclined to put her under Sprouting Ears.

The character is Chisa Tsukamoto from the manga version of Comic Party.

Well, the Cat Girl page does specify the following:

See Sprouting Ears for examples of characters that do not normally have cat ears being temporary drawn with cat ears because of the use of Super-Deformed art to emphasis certain emotions or character traits. If these characters never actual have actual cat ears, whether they be biological or a Cat Eared Headband, they should be listed under that trope, not on this page.
