It seems to be about a character starting to say something, but then the scene switches directly to the subject of the conversation. Like the "I Know What We Can Do" Cut.

One is when we cut in on a character wrapping up a retelling of the events we just watched (the "and then I said" bit giving us just enough context to recognize what he's talking about). The other is a bog-standard Orphaned Punchline or Noodle Incident where we hear the wrap up but have no context on it.
I don't think these should be the same trope just because the phrase "And then I said" is used in both cases. In fact this doesn't seem like a trope at all, it's just a piece of dialogue.
I'd suggest either a rename (say, "Offscreen Recap") and cleanup to remove the Noodle Incident examples, or just delete.

This is another one of those articles that could use quite a bit of help. From what I can gather, it refers to situations where the work jumps in on the tail end of a conversation or story, whether a Noodle Incident, or recap of previous events. The problem is that it has a dialogue title that doesn't describe it very well, the description could use a bit of work, and it only has 9 wicks and 13 inbounds. I propose a rename.
