Some people are preemptively adding works, the idea being that it's better that someone who actually seen the work in question ensures it gets a fair review rather than someone who has not and won't.

The issue here is that making exemptions for content that runs afoul of the stated content policy based on whether or not the work in question has a US release with a given rating automatically means violating either the content policy* or No Such Thing As Notability. If you don't make the same concessions for works with similar content that don't have a US release, you're letting notability override the content policy (because whether a work gets exported or not is mainly an issue of profit potential — i.e., popularity). On the other hand, if you give such works the same treatment that you give to works with a US release, you'll wind up with a lot of stuff with content sexualizing minors, in contrast to the stated content policy.
Plain and simple, the content policy itself needs to be revised if there's going to be any coherency with regard to the rules the site is ostensibly run by.

First: What we are looking for are works that pander to pedophiles. Things like Rapelay, or Chibi-usa's 7th Birthday, or other foul crap. We are not looking to purge works like A Song Of Ice And Fire, Final Fantasy X, Sailor Moon, or anything else in that vein. Yes, those works involve sex and/or fanservice of under-16s. However, they are either marketed to the same age bracket they are sexualizing, or they are a very small part of a work that is otherwise not objectionable.
This is exactly why we're using real people to make the call - because there is no one rule that can cover everything without either being full of loopholes or taking too much collateral works with it.
As to There Is No Such Thing As Notability, it says and has always said that we have no notability standards. It says nothing and has never said anything about us having no standards, period.

If we consider the content policy to be a refraction of "Socially Acceptable Content" then we consider the fact that something is available without in the public eye to be a superior measurement of "Socially Acceptable Content" than our own policy-while it's certainly true that those things that are more notable are more likely to fall into this category, it is not that non-noteworthy projects are denied due to their notability, but rather that there is a common cause between something notable (which by itself is irrelevant) and something superceding the content policy by virtue of the listed exception.
More to the point, "No Such Thing As Notability" is a reference to Wikipedia's policy of not having pages explicitly because they're not notable-it does not mean that non-notable things somehow get preference.
