The figure on horseback is extremely similar to a famous (?) Picasso rendition of Don Quixote, who is famously associated with tilting at windmills.

It kind of needs to have the windmills there in order to make sense.

I don't think it's the "That's Don Quixote" bit that's unclear. I think it's the "Windmills have risen up to destroy their makers" part.
