Apparently it's a rerelease/official English localization of the PC version of the game made in 2005. Right now, it's at the very top of the Top Sellers list, just above Skyrim.

Something tells me this is a big surprise/great thing to have, so I'm wondering if I should out and out buy this game, or wait until someone has more accurate information on how well it runs.

I took the liberty of buying and playing the game myself. I only managed to get 13 minutes into it because it crashed after the first resting place for some reason, but for the most part it's a very well done port. All sorts of little config settings, and with everything turned up it looks nice. It even has a control preset for WASD/Mouse setups that manages to be pretty responsive. Just like Ys SEVEN, IMO.

Dude, it's the Ys series, you play it for not just the story but the unique battle system, awesome music, and general enjoyability.
The emotions of others can seem like such well guarded mysteries, people 8egin to 8elieve that's how their own emotions should 8e treated.

I think the psp port is available in my area, but idk for how much. Is it on the PSN? If so, I'll just support Xseed by purchasing it that way.
