Would it be possible to create some sort of "Warning: You Are Leaving TV Tropes" page or javascript popup when clicking links that lead offsite? It might help non-regular surfers avoid going to questionable links that some non-thinking tropers add and keep their revenue-generating ad clicks onsite protect TV Tropes from people blaming us for having a link that leads to a site with pornographic ads or something.

Fairlyy common, easy to implement, but can't really say if it's something we want, in particular if it will affect all external links. A more sensible choice, if it isn't done already, is to tag all external links so that they open in a new tab/window (via target='...' attribute). That makes it so that you are not leaving TV Tropes unless you are, and forces you go think and go "catch up" with the other tab anyway.

Though I still like your proposal more, because it can assist in doing various things.

I would like to have such a warning system, providing that it is turned off when you are in the "opt-past" for the NSFG wall - if I don't want the "mature"-yadda-yadda warning for pages and/or forums, I don't want to waste my time on the outbounds either.

There should be one, best tied to the turning-off of the NSFG barrier.

I meant to suggest the option for making opt-out-able in my original post, but it slipped my mind probably because I was tired. xD But yes, I would also support giving it the option to be opted-out of, and agreed that it could be tied to the NSFG warning opt-out option.

I remember that Eddie did install such a function past the 5P troubles, but I don't know if it's still active.
