Fairlyy common, easy to implement, but can't really say if it's something we want, in particular if it will affect all external links. A more sensible choice, if it isn't done already, is to tag all external links so that they open in a new tab/window (via target='...' attribute). That makes it so that you are not leaving TV Tropes unless you are, and forces you go think and go "catch up" with the other tab anyway.
Though I still like your proposal more, because it can assist in doing various things.

Would it be possible to create some sort of "Warning: You Are Leaving TV Tropes" page or javascript popup when clicking links that lead offsite? It might help non-regular surfers avoid going to questionable links that some non-thinking tropers add and
