There's no point lobbying for the prizes; the decisions aren't political. The Committee that chooses who gets them is the Norwegian Parliament plus some (most notable among the "plus some" are living Nobel Prize winners.)
If you wanna know who put Manning's name on the list, one way to find out is click the link in the OP. It was a party in the Parliament of Iceland that did it.
