I only recently got into MUGEN-ing. I've downloaded a simple 60 character slot expansion, and I plan to get a whole bunch of Guilty Gear, Killer Instinct and other fighting game characters in my roster. Of course, there will be other characters.
I'm also going to mod mine to follow some sort of story about a huge contest run by the Killer Instinct guys, where all playable characters of Guilty Gear fight to take down KI, and a whole bunch of other characters (LIKE SAMUS) join for their own shady agendas. To save effort, i'mma turn MUGEN into the tournament acronym :3
So far, I have most of the Guilty Gear characters, and a couple of Killer Instinct characters.

I should totally get it again. I used to have a ton of characters and I remember editing it being kind of complicated, but hey, I think I'll do this.

Every now and then I throw on MUGEN and mess around. I have around 300 characters downloaded and a good chunk of them are awful.

Now that I have a USB controller, it's even more enjoyable.
One of the many characters I have in the roster is Ronald Mc Donald, based off the that wacky Japanese one. The original version of him I had had hella crazy AI, and apparently had a move that I the player couldn't pull off (his hamburger Road Roller Da)
But I recently came across an improved version someone else made ages ago, and... well, needless to say, he's even crazier. One of his color palletes (Start+Z) is even able to take out the fabled Rare Akuma. A cheaper than cheap pallete, I know. But so, so funny to play as.
I even tried making my own character. Got as far as just basic movement; no attacks. I kinda want to start it over again now that my drawing abilities in MS Paint have improved.
What helped me in the process of making a character was Fighter Factory, as well as Photoshop, to make the pallets. I've largely forgotten how to do what.

When you wish upon a side of beef, soon will come an end to all your griefI have a flash drive which I store MUGEN and a couple other fangames (Z Doom, Sonic Time Attacked,one of the earliest beta (possibly even an alpha) version of Super Mario Fusion Revival , and some mugen creation software) on. My roster focuses on lesser known western made fighting games like Clay Fighter and Brutal Paws of Fury. Of course I have Rouge on there, but she's not my main. I mained Blob and Octohead instead.
I am completely, utterly, and thoroughly done with Sola Sonica and 2DI actually made a few MUGEN characters in my younger days. Back when it was a DOS program (anybody remember DOS?). I wonder if they'd work on the newer versions...

I am completely, utterly, and thoroughly done with Sola Sonica and 2DOnly the Elecbyte download is the official one. Doesn't work on all MUGEN characters, but it does on a good lot. Almost all, but not exactly all.
Anyway, a long time ago I did make some MUGEN stuff, like stages, and was working on making Homsar a MUGEN character. I quit due to time constraints and the fact that I figured out I was shite at it. Never even released it. Did release a bunch of stages though, my favorite being the Butter Building stage. Look it up on You Tube.

I tried restarting from scratch, to benifit from the MUGEN 1.0 features, but I just didn't feel like it anymore. That, and Minecraft modding got in the way.
I *might* continue Homsar one day, but for now, it's not going to happen.

Try starting off your search with Mugen Infantry, Mugen Fighters Guild and Mugenation. There's also....
...but it is generally regarded as a bit shady. It is also generally regarded as where some characters that have been taken down at other sites can be found. It's sorta like that slummy part of the city where they deal drugs n' contraband. Instead of dealing drugs, they hand out Naruto characters.
ALSO: Many ages ago, there was a mythical video, describing the means to acquiring one spiffy Pyramid Head character. That download link has been lost in time. It's a long shot, but does anyone perchance know where it may be acquired?

I started getting into Mugen after a youtuber put a video called (insert user name who I can't spell his name) hates god regal, where several characters would use their specials to kill god regal in one hit. Had I known what I know today about youtube videos I would have downloaded it. Now the user is gone and that great video is lost forever in the void of the internet.

I find the Screenpack Selector to be very important.note
- 1. I have one big screenpack where I just go wild. Every character goes — Sturgeon's Law violators, Game Breakers, everyone. For when I just want to muck about.
- 2. I have one smaller screenpack where it's pared down to all the characters that are fun to play as in a fighting game.
- 3. I further divide screenpacks by series when applicable (like with DBZ Dream).
I'm currently rooting around, trying to find the best for Screenpack 2.

Downloaded a huge 1GB torrent some years back, but then my computer broke down, so it's on one of my portable drives now. Sucks that Vizual Kreations(VK) quit after too many people were selling his version of Orochi(one of the better done ones of its time) and/or passing it off as their own. Just a couple days ago, I got done ripping the sprites for Yamato(the ninja-esque boss from Bare Knuckle 3), and was reminded how troublesome it is(over 200 screenshots to edit/clean-up).
I've been thinking for a while about organizing a "standard competitive roster". I opened a thread on the Mugen Fighter's Guild open to speculate things in, and I wonder if you guys have any suggestions, too?
Ouch... yeah, I tried to make characters once. And that's just the sprites. There's also hitboxes for each individual frame, AI, balance issues... How do people do it?!

So, I just noticed we don't have a thread about MUGEN. So, here's the place to discuss everything about it, from character recommendations, to sharing funny awesome or frustrating experiences. I guess I'll start.
I recently discovered the game and while Sturgeon's Law is very much in effect regarding characters, I've been having a lot of fun. Off the top of my head, my roster includes:
