The Wicked Witch would have made for a great Arc Villain if she wasn't related to The Evil Queen. So much of her character revolves around hating The Evil Queen, Trying to one-up The Evil Queen, trying to ruin The Evil Queen's life, etc. Zelena was the Teitoku Kakine to Regina's Accelerator.

An image that is all Disney's invention, by the way, as the Pan of the book is a nasty little imp.

I think that was the point. She existed to show how much Ragina has grown since Season 1. The issue is, that was ALL she was. I also feel like Oz became a tool just to bring Unknown Villain into the show.
Which is sad because Oz has so much potential. Could you imagine something like, Oz going to war with the Enchanted Forrest or something? That could have been awesome! But all of Oz's lore went to waste for my tastes.
The Neverland Arc was only interesting because of Pan and everyone else felt bland to me; The Poisoned Prince plot pissed me off so much and Henry was still an annoying little shit. I also grew tired of the same sets constantly.

The best thing about the OZ arc was the last 5 minutes....

To be fair, I loved Emma and Tamara's fight scene in "Second Star To The Right".
They do have medals for almost, and they're called silver!Oh yeah Tamara, sucked ass through and through. I think Zelana's problem was more wasted potential than anything. They clearly didn't want that arc to last any longer than half a season or care enough to make her really really compelling. Like some cool ideas are there, but I don't think any of them are fully developed.
I don't know, could they not really come up with a cool mini arc? Or at least one that felt fully developed?
I like how we learn about the characters' past over time, especially Charming and Snow White. Even in season 3 we're learning another piece of their history.
Sadly the villains are predictable. I wonder if we have to keep going with this one villain for half a season thing for the rest of the series.
It can be done, I just hope they balance it out better.
