It's at least partially the industry's fault as well, for upkeeping that kind of Kayfabe, with stuff like in-character live apearances, and generally putting forward the "idol" persona, instead of just treating seyuus like artists.

And that stems largely from the problems with Japanese society at large relating to women's rights. They're still lagging behind most of the rest of the first world in that respect. Oh, and the whole cuteness obsession but I'd rather not get into that.
