Water manipulation and telepathy.

Teleporatation.

Telekinesis and electrical powers.

Healing and biological alteration.

Force field creation.

Perception alteration and super senses.

On telepathy, how does he percieve other people's thoughts? Most people don't think in words. And can it be "turned off"?

And as for teleportation, what happens to the matter (like air) where he arrives? Does it switch places with his previous location, or does he push it out of the way?

Perception Alteration and Super Senses I can answer. The others I'd need to think about for a while.

Several of my work's characters have Super Senses, and they affect them in both good and bad ways. Gaining a new sense, or having a sense altered, takes a long time to adapt to. There would have to be something to balance it, and there'd be a learning curve. As for an RSP for that specific scenario, I believe it would be some sort of coping mechanism.

For Super Senses, a coping mechanism is also an absolute necessity. An ability to block some of the sensory input, perhaps, or the common migraine to act as a temporary shutoff. Otherwise, the character will get Sensory Overload, and I can personally attest how to unpleasant it feels. In short, think of some way the character can deal with, say, their enhanced sense of smell, or vision across different spectrums. And that in itself can act as the Required Secondary Powers.

Healing and biological alteration: do they have to know precisely what they're doing, or can they just speed up the body's own processes? Because the former is fairly useless; no one memorizes the biochemical pathways involved in their healing up.

Force fields: They'd darn well better be anchored to the location of the user or the local surface, rather than the center of the earth, the sun, or the galaxy.

He perceives it as feelings, images, sounds and smells, ectera. Would it help if I gave a little backstory? and she takes the air with her.

Modern day setting, X-men homage/deconstruction. People have been born in the last thirty years, who around seven manifest superpowers; they have been dubbed alphas. So society is pretty paranoid of them. Jen is a teleporter, but her manifestation went wrong and she's been in limbo for three years, and is taken to the "institution" (deconstruction of a superhero school), she escapes into the world with Alex (water powers and telepathy), Annie (perception alteration and superhuman senses), Rob (healing and alteration of human biological functions), Maureen (telekinesis and electrical powers), And Will (force fields)

One main question for teleportation? Do her powers have any provision to either inflict or avoid Tele Frags? That and what limits her range wise would seem the two biggest required secondaries that come to mind offhand.
Plus, remember how in Eragon everyone cries "a single tear"? Yeah, just try that with One Piece and see if it works

Her powers automatically direct her to open spaces. Also, she can cross continents.
