Because they just started the move ten minutes ago. Calm down. It takes a little bit of time. You can't redirect until the discussion has been moved without a headache.

Redirecting is always the very last step. It's a headache waiting to happen if you redirect before everything else is done. If you're worried about people stumbling onto the page while you're making the move, just replace all the text with "moving to This Other Page Here".
