This is an old thing I'm remember. It was back in the days when the Fan Fic Recommendations page was a single long, long page. And, for some reason, had Web Original works listed on it.
This was a Magical Girl story on Fictionpress, it was in some ways inspired by Captain SNES (that is, narrated by the main character looking back while talking to someone else). I remember liking it a bit, but have lost track of it.
