Nowadays a lot of Role playing games just have talkable townsfolk as a matter of tradition. I found what the folks of Nier had to say pretty boring, and the important people had giant bubbles over their head anyways. Plenty of games get it right and give everyone plenty of funny stuff to say though.
Paper Mario NAILED it. Everyone has something to say that adds to the Worldbuilding, a rare and valuable thing in mario games, and your goom can even shed some light on their personality and/or history. Steambot Chronicles also had a scrapbook that collected every single NPC you could talk too, which i'm sure was the goal of many people who played it. A lot of them had funny discriptions, too. "Why is Mrs.pink wearing orange? It's just a name, silly!"
Other games, like Rogue Galaxy or Shadow Hearts, "Just" go as far as giving every single NPC a name.
I'm still waiting on the "This NPC has a trivial new bit of text!" alert hanging over their heads feature to be implemented. And a huge encyclopedia detailing everything they said. And if you complete it all you get an Infinity +1 Sword. Because that's what JRP games are about.

Another game where the NPC text actually adds something of value to the game: Opoona. Which I've mentioned a lot recently since I've been playing it a lot recently. Just about every NPC has something to contribute in terms of either worldbuilding, sidequests, or plot. Some of them are totally nonessential, but I love them anyway. One that sticks out in my mind is a couple who get into an argument over meeting by this public art installation. You ferry messages between them back and forth, and when they finally meet up, the girl berates the boy for his lack of artistic sense. After a Time Skip, you find out they're getting married—"Even though he doesn't have any artistic sense, he's a good person. And he's agreed to become a full-time househusband!"
