^^Uh, there's a lot of ways to do Stop-Motion. Here's how TF2Coverop does it.
If you want to do live-action, you can get a recording software and Henry's Animation Tool, if you want. If you wanna go all-out, one good tool to get is the Catmull-Rom Cinematic Camera Tool.

Anyways, one add-on that you might need is the Space Build Enhancement Pack, which contains models and a bunch of entities that you have to get through SVN. Mind you, it's pretty huge, but it has a lot of models. Oh, and most, if not all SB servers will be running Resource Distribution (little thing that lets you building resource production and storage contraptions), which is a nice addition to Space Build.

Didn't Garry's Mod have a lipsyncher, or did you have to dick around with Source for that? I've seen non-timestop videos have facial expressions...

That's Source SDK Faceposer, but it's more complicated.
As for lip-synching help, I don't know if there's a tool for that.
