I mean, any government would want to keep track of people like Augmenters, right? Certain countries might have laws in place to prevent them from emigrating (essentially siezing their abilities as state property by Eminent Domain, or something to that effect). It's not inconceivable that smuggling a Level 4+ Augmenter out of the country would be considered a crime on the same level as trafficking in nuclear warheads, chemical weapons or bioweapons. There might be political debate raging about whether Augmenters at or above Level 4 should have their citizenship revoked and be forced to work for the government. It's a grim picture I'm painting here, but I wouldn't put this past any major government.
