Does the Magitek still work outside of the island?

On July 15th, 2084, an large landmass suddenly appeared off the coat of the southern coast of Mexico, and island referred to as Feldca by the people who seemed to materialize with the island. Feldca quickly became the apple of the eyes of all nations for its greatest resource:
Magic.
The people of the island were innately talented in magic, but, even so, their skill with it was unrefined. When scholars from all over the world poured into Feldca, they quickly uncovered the secrets of prolonged life, alchemy, magitek, and other wonderful things.
Surely the world is peachy now, right?
WRONG!
Feldca is the only place where spells can be cast. Spells will still function if you leave the island, but this quickly led to people crowding the island hoping to live the high life of a mage.
Needless to say, some toes were stepped on.
Countries that were formerly allies broke apart squabbling over the island, and the native people were caught in the middle of this.
Soldiers are now pouring into the island fighting for dominance.

European Union: The Nations of the EU.
