A mixture of that and his design. And the fact that he's an idiot. And I still don't think he should've been Zangief's partner.
I can't outright hate a character because, quite frankly, that's a bit stupid, but I feel that he and El Fuerte are worse additions to SF lore than Viper and Abel. I mean, what's the point if canon dictates that Rufus will never beat Ken, or even find him for that matter? It's kinda like the whole Evil Ryu and Oni thing in AE.

What's wrong with Fuerte? I like Fuerte. He's like some of the older characters like Honda, Fei Long or Dee Jay who have nothing to do with the plot besides a personal adventure. Maybe he just needs an Alpha-like game where everyone is plot important in some way or another.

@ Known: It'd be a start. I can't be pressed to say I take him seriously and can't appreciate his and Rufus' comedic value, but I can't bring myself to say that I like him, either. But hey, that's my opinion.
@ Bad Wolf: Yeah, I know, but that's assuming the Rival Battle turns out to be canon.

I kinda agree about Fuerte. I like watching him play/use him, but he's kinda... bland. I've read a blog written by a dude who's into Lucha libre (sorry, can't find the link atm) who gives a breakdown on how El Fuerte could've been better designed, it was pretty informative.
His cooking schtick also does nothing for me, mainly because he sucks at it.
EDIT: I like Rufus, Viper, and Abel though.

It's an interesting read, but I'd like to point out the obvious and say that authenticity (or perhaps a better word would be non-exaggerations; that's not a word, is it?) when it comes to their depictions of various ethnic and cultural groups isn't something Capcom necessarily strives for, especially not with Street Fighter.

Street Fighter II long forfeited any chance the Street Fighter series has ever had of winning any awards for racial sensitivity. Street Fighter III did something where several characters were designed almost independently of their nationalities (with some exceptions, like Sean and the New Yawhah known as Alex), so it's less insensitive (though it's not totally absent), but IV went right back into the swing of things.
Fuerte's pretty par for the course in terms of how Street Fighter treats race. In fact, he could be worse to be honest. And he gets an alt that reminds me of Rey Mysterio, so I'm aiight with the guy really.

ER Tatsu almost makes me want to try and learn Xiaoyu again. Almost. Stance canceling with my current stick feels weird cause I can tell its on its last legs.
