This trope is hard to grasp since most of the time it is justified that someone will not get a promotion for a couple years and few shows last that long. It also runs straight into Ambition is Evil so few good characters will actively seek out promotions.
Thus it is fairly easy to come up with justifications or cases where one person gets promoted as an aversion even though others stay at the same position forever.

I'd say fix all the natter and call it a day. Clearly there's no consensus here for any stronger action. Locking.

Limited Advancement Opportunities needs some major work done in the examples section. There are more aversions and justifications listed than straight examples. Not to mention so much natter and explanations that in a couple of places it could almost be a useful notes page on military promotions. I suspect the links to other pages are probably as bad, but haven't had a chance to check yet.
