I'm not even sure how to work a trope like this.
Fight smart, not fair.It only has five wicks, three of them are indexes. Of coure, no one will start using it if they don't even see it.
Just wick it on the listed work pages, and it will catch on.
I think a rename is required in that case. It's still pretty non-descriptive at the moment.
Nah, just the complicated spelling that puts people off using it. A couple of redirects and it'll be fine.
The trope name predates TV Tropes - indeed, the first Google hit is this Time Magazine piece from 1971. It's fairly well-known among military historians and buffs, though I'd say more know about the underlying "trope" than the name per se.
Jet-a-Reeno!Speaking as a military history buff, I've heard of the idea, but I've never heard the specific name Sukhomlinov Effect before. It may be too new to tell whether a rename is necessary, since no one bothered to add it to the pages of the works it has as examples, but it does need redirects.

How do we link to this though? Any thing but discussing the trope is going to be a spoiler of some kind.

Fight smart, not fair.Well, The Good Guys Win is kind of not-a-spoiler because The Good Guys Always Win, which helps a lot.
Rhymes with "Protracted."Armies have a Peacetime Mode and a Wartime Mode. In peace, it's all about perpetuating the institution, in war it's about blowing things up and killing people. An army that's still worrying about pretty uniforms during a war probably doesn't have it's mind on business, and is going to lose.
Or as put in Murphy's Laws of Combat:
- 63. No combat-ready unit ever passed inspection.
- 64. No inspection-ready unit has ever passed combat.
Keep. It's a pre-existing term.
Ukrainian Red CrossIt does appear to be pre-existing, so the name can probably stay, but it Needs Redirects pretty badly. Let's get some redirect farming.
Rhymes with "Protracted."Keep as a pre-existing term, but it desperately needs a spellable, searchable redirect. Fancy Uniforms Mean Failure, or something along those lines?

Yeah, that seems like a pretty viable solution as well.
zerky wants to pimp out this trope like crazy, but will wait for a consensus on what to give it as a redirect first.
Redirects are free. I'm adding Fancy Uniforms Mean Failure as a redirect; if anyone else comes up with anything else, that can also be added.
Consensus seems to be that all this needs is a redirect and some entry pimping. Can we consider this TRS thread resolved?
I think it can be concluded.
Sukhomlinov Effect seems to have very few wicks, none of which are from work pages for a trope created more than 2 years ago. It also has the "X Effect" Snowclone problem. I wonder what to do? I wonder if the examples are even common enough for it to be called a trope. I wonder what to do to that page.
