I think it's more that people tend to think of various examples and build the tropes around them, rather than actually think about "what is the most basic part of this trope?".

No, the reason we don't have Drill Sargent is because people are terrible about making supertropes, because they seem to have some silly idea that just because things are common they aren't tropes.
