I want Jenova contained and destroyed once and for all. Which is easier said than done, of course... Jenova is no longer some creature lurking underground in the Northern Crater, or a madman bent on becoming a god, or even a virus that we can't ever seem to cure. It's Cloud. He's all that's left of it. And I can't kill an innocent man like that; that would make me no better than Rufus. But now I find out he has a daughter, and she's a Fragment, too.

Cloud is an adult. He agreed to his imprisonment, and he agreed to the chip. But if I did anything close to that to a little girl...

What would you have me do? Which means justify which ends?

"Nothings ever simple is it. But answer me this honestly - is he a genuine threat? Don't tell me what your superiors tell you, I want your insight - is Cloud a clear and present danger to your world?"

Yes. You don't seem to be from around here, but a few months ago, he went from a delivery boy to The Junon Butcher. That was simply a taste of what he was capable of, and even then, the casualties were staggering, considering how few of us humans there are left after Meteorfall and the Geostigma pandemic.

-Some of the guards exchange looks. It's likely they had family living there, considering how close Edge is to Junon-

He's a state of the art bioweapon, created to be a god among men. He's more of a threat than Sephiroth was — and not just because the former bested the latter. It's because I trust Cloud. And one day, he's going to prove me a fool for doing so.

You guys seem to have quite a bit of a problem here in Edge. The people are scared, your best hope is your worst fear... It's dying days boys, you prepared for something to snap?

It won't be as simple as that... the public wants Cloud to pay in blood for what he's done. I can't keep them satiated for much longer. Were I any other man, I'd have had him executed long before this. But, as unprofessional as it is, I have let my personal feelings get in the way. And it's starting to become apparent.

That... and Cloud is the virus. He isn't sick, he doesn't need a cure. The infected become part of it if they're exposed for too long, and Cloud had his genes directly spliced with it for four years. The only way that virus is going anywhere is with him to his grave. So there he sits, the perfect time bomb.

-Tarvok eventually decides on an anti-grav grenade to disorient his opponents. He takes a small disk from his side and watches the guard. He hopes that Penti doesn't try anything stupid... again. He waits for the Doctors signal and hopes it doesn't come to violence-
