In all due fairness, he doesn't appear to have a very close relationship with the funder in question. If anything, this is more worthy of condemnation on the basis of comparison, that he hasn't offered Democrats the same courtesy, rather than there being anything inherently wrong with him taking a call from a prominent businessman.
It really does a good job of indicating that he's absolutely not willing to compromise. Bipartisanship for Walker = the opposition letting him do whatever he wants, as per the norm for the GOP. On the other hand, we knew that already based on his unwillingness to drop the collective bargaining issue in favor of getting everything else he wanted. The people who are willing to support Walker right now aren't going to be swayed by more evidence of the obvious.
Furthermore, I think Guantanamo must be destroyed.Well, he did reveal one of the funky strategies he was going to try in dicking with constitutional procedure.
That said, unless Ian Murphy researched and then duplicated David Koch's style, it seems unlikely that he would have successfully fooled someone who knows David Koch personally, and I think that David Koch's style is probably hard to research anyway so this is probably unlikely. Therefore, most likely, Scott Walker doesn't actually know David Koch—not well enough at least.
I suspect he just was buttering the guy for the campaign contributions.

Well some people were saying that Walker deliberately manufactured a deficit in order to justify his anti union crusade.

However, that still doesn't change the fact that the unions basically offered concessions and Walker said "No way!"
It's not about the budget anymore, anyone can see that. The teachers already agreed to the benefit cuts. In fact, everything has been agreed to except the bit about taking away state workers rights to collectively bargain.
And they won't cede that point. Because look at what the fuck things were like for average people before unions. Seriously, I'm tired of this "Unions are a huge waste of money, what do they even do???" crap. They make sure workers don't get fucked over, and if you don't think businesses would go right back to 1900's levels of fuck the workers over given the chance, I have some oceanfront property in Kansas I'd like to sell you. *
