Unsure how to portray the antagonist

I'm having trouble deciding how to portray the antagonist in my fanfic, the villain's plans are a result of a SpannerInTheWorks from a plan his mentor had to deal with a {[Sealed Evil in a Can}} that they unsealed, and has to continually keep the protagonists opposing him as the SealedEvilInACan can only be resealed under certain conditions which he'd be unable to meet with them helping or uninvolved

I'm unsure on whether or not I should make him an AntiVillain or a just a pragmatic villain who wants the evil back in the can so he can get on with his villainry

Depends on the villain's characterization, I guess.
