I guess when you're only three games into the setting, the possibility remains that Gensokyo does indeed have a uniformed police force and a royal family. But nothing we've seen or heard since seems to back either prospect up, so the Cuckoo for Cocoa-Puffs scenario seems more likely.
And yet her profile calls her "princess." Lies? Humoring the mental patient? Or did ZUN briefly flirt with the idea of having someone who flew around on an eyeball monster be the ruler of Gensokyo?
I suppose the other possibility is that Kotohime is a secret princess for whatever reason. An "undercover" princess... or a cop undercover as an undercover princess. An extra layer of protection, if you will.

Clearly, she is one of the village upperclass who proclaimed herself a princess, and everyone went with it because, meh, whatever. Then she wanted to be a cop, and their reaction was first "what's a cop" but then went meh, whatever when she explained it to them.
If she is indeed nuts, "meh, whatever" probably isn't the most healthy response to give her.

Forever liveblogging the AvengersMy impression from her bio is that, being insane, she views things in a different way from normal people. Thus, what most people find mundane and 'meh', she finds exciting and incomprehensible, while what people find unbelievable, she's like "meh, that's mundane."
Which would make her identity as a collector especially bizarre. Rather than collecting the bizarre, she collects the normal. While some people would go bungee jumping for the thrill and excitement, she's completely bored of it, and quivers with pleasant anticipation of sitting down at a desk and copying texts for 12 hours a day.
Perhaps she collects the normal as a way to try and ground herself in a reality that's fleeting and unreal to her. Or perhaps 'normality' simply catches her eye. the same way exotic things catch ours. Either way, she's... 'off'.
Amusingly, her P2 colors are strikingly similar to Reimu. So clearly it's a long and roundabout way of calling Reimu insane.

I write some fanfiction. Satori's Tale is done... but I'm not.I think the idea of her craziness giving her a fascination with what would otherwise be "normal" things. Perhaps it's because it grounds her in reality like you said, or maybe she sees something different in them that most people don't get.

Interesting, interesting. So do you think she's trying to piece together normalcy based on what she's picked up from others, or attempting to reassemble something she's lost?
That would explain a lot, actually. Why nobody's heard of her before. Why everyone finds her subtly uncanny. Why she just doesn't seem to get human behavior. Why she knows science that Gensokyo doesn't. Why she's so flippant about Yumemi blowing up the place. Why she chose such an unsubtle disguise. Why she has knowledge of worlds beyond her "jurisdiction."
Maybe Gensokyo and any adjacent planes are her "beat" and she was concerned that the interplanar disturbance she detected was something substantially less wholesome than two young scholars collecting research data.
Sheesh, she could be Touhou's G-Man.
