1) Everybody was or will be everybody else in another life. Reincarnation is completely nonlinear, and there is only one person continually coming back in different places and times.

2) Life is a console RPG, and reincarnation is just trying to get all the alternate endings.

I actually made up an OC who is a goddess of reincarnation. Here are her reasons for reincarnating someone. A: They weren't good enough for Heaven, but they weren't bad enough for Hell either, so they get another chance. B: They fell in love with an immortal and couldn't find happiness even in Paradise knowing their loved one would never join them. So, they go back, find their lover and fall in love all over again. C: The person was either a child or mentally ill when they died and thus never really had a chance to choose between good and evil. D: They specifically asked for it and had no reason to be punished.
