I don't think everyone in the Court can do magic. People like Kat and her family are more focused on using technology.
Actually, it turns out that literally everyone at the Court can do or is affected by magic, either actively or passively.
Except the Headmaster. Which is why he always looks so glum. Must suck being the only guy without access to magic.
