Never trust anyone who uses "degenerate" as an insult.Well... we gotta remember. Tony is a complex and flawed character who has fucked up a lot and is aware of it. But he got along incredibly well with Kat's dad, and while Kat was the most vicious and angry with Tony, there is no reason why they can't find something amusing in science.
Basically, Tony might actually have a good reason to be there.

I am guessing the reason Tony is interested in Kat's research is either:
a)- He would be able to regain the hand he lost by replacing it with a biotech prosthetic
b)- He could bring Surma back to life by implanting her soul into a vat-grown body
c)- By the same token, he could prevent Annie from suffering the same fate as her mother
d)- All of the above?!
The fact that he is relaxed enough around Kat to joke around is probably going to mess up Annie though. I think Annie is already a bit jealous of Kat since Tony took the time to praise Kat's work when he tore into Annie for cheating a few chapters ago.

I think he feels he deserves the lost arm and has given up on reviving Surma. Option C is plausible, but there's also possibility D that he's genuinely interested in what she's working on. He is a doctor/scientist.

It's a lot easier for him to be around someone who reminds him of close friends that he doesn't have associated guilt with than the person who reminds him of the dear wife that he is guilt-wracked about even before you get to what he did to her.
Which isn't to say that Tony's actions are justifiable or that this won't fuck things up further. But I at least can see how this happened.

Tony is a complex and flawed character, neither good nor evil. Merely a broken empty shell racked with guilt.
