Now, I don't actually have a problem with Sage Mode as a powerup, in fact it's by far my favourite powerup in Naruto (mainly because there's not really a way to cheat to get it and it has some very particular limitations).
My main problem is that it's too strong a piece on the board for the small scale battles that Boruto and friends are going through. For comparison, Sasuke clinched victory in the battle at the end of the first section of Naruto by using Orochimaru's Curse Mark of Heaven - which is essentially a weak, bootleg version of sage mode. (well, that and the 3 tomoe sharingan but I digress).
Naruto only learned actual Sage Mode when it was time to go up against Pain, and the Rinnegan is basically the antethesis of the small scale battles of the first part. Even if Mitsuki doesn't have Sage Mode mastered (and he doesn't) it's still really not something that should have been tossed into the ring so casually.

Some pretty good world building too on how ninja are in decline so the standards for graduation have gone way up in comparison and that many use the shinobi program to help themselves secure jobs in other fields by learning to be super-human.
Kakashi's reporter disguise returning was a fun surprise as was Orochimaru's amusingly good parenting.

Curse mark comes from using implanted Jugo cells to allow the body to inhale natural energy/nature chakra.
Sage Mode involves absorbing natural energy by priming your own body to be able to use it.
Therefore, if Mitsuki is using Natural energy via Jugo's cells, then that's a curse mark or something like it, not Sage Mode.
Orochimaru had access to curse marks (and gave them to his subordinates like Sasuke and the Sound Four) but did not have access to Snake Sage Mode (Kabuto did later on, but he learned from the giant Summoning Snakes).

None of the Sannin had full Sage Mode for some reason. Jiraya got the closest but his was always imperfect (not that you'd really know the difference, he was still really strong).

I mean Sage Mode still amps up your physical ability, durability and the power of your jutsu very high. Plus he has those cool chakra snakes.
Speaking of Sages, Hashirama was likely a Slug Sage wasn't he? So if there was an imperfect Slug Sage do you think they would start to look like Piccolo from Dragon Ball?
