Complete Monster: There are some villains (both seasonal NPC's as well as player characters) who fit this trope nicely, but one noteworthy mention goes to Judah during the Return of Cain story arc in the Arcadia plot.
Magnificent Bastard: Quite common as a villain archetype. A recent, and quite notable example, would be Rasputin.
