Puppetland takes place in a post-apocalyptic world after a nuclear fallout
All the furniture could be mutated robots. The furniture could also be humans that are mutated or fused having their consciousness in robotic or non robotic items.

Pee-Wee is just a young boy who daydreams a lot
Similar to Muppet Babies, Bobby's World, Calvin and Hobbes, Doug, etc. He's just an awkward child, imagining what his life will be like when he grows up. All the other characters (in both the movies and the show) are based on characters he knows IRL. Puppetland is an imaginary world he goes to when he's all alone. Pee-wee's Big Adventure and Big Top Pee-wee are based on daydreams he has about what he thinks his adult life will be like (i.e becoming famous, having a movie made about his story, inventing a hot dog tree, etc.)

Continuity with Pee-Wee's Big Adventure
The playhouse is Pee-Wee's second home; his primary residence is in that house depicted in Pee-wee's Big Adventure. He visits his playhouse from time to time and, at the end of each episode, departs for his primary home on the scooter.

Pee-Wee is a drug addict surrounded by hallucinations.
Pee-Wee is a drug addict who inherited a house from rich parents. Hallucinating that his run down crackhouse is colorful and whimsy, he is visited by buyers and fake friends who are only there to mooch off him. The genie is how he sees his drug dealer.
