Zagi's statement that Thor makes the perfect hero was extremely meta. Jyu Oh Sei is a chess game between Zagi and Third, the two Magnificent Bastards, who are staying out of focus - just the way they like it. Zagi knows at least roughly what Thor is and who Third is, and has been trying to undermine Third's attempts to bring Thor to Odin since the moment he found that kid in the Forest of Semi. Third knows that Zagi knows about the Beast Kings, and has been trying to keep Thor away from him for years so that Zagi doesn't ruin his plans.
