If Billie and Daud succeed in offing the Outsider, one of them would have to take his place
The Outsider has existed for four thousand years for a reason, which may be something fundamental to the existence of the world. With the indications that the Outsider is not the first god of the Void, it is quite likely that he won't be the last either, and who better suited to take over his duties than the people who had the chutzpah to kill him?

One of the levels will involve the I.S.S. Jessamine Kaldwin, the Imperial Navy's brand-new flagship.
It's mentioned a few times in Dishonored 2 as its scheduled christening is interrupted by Delilah's usurpation and its future is in doubt due to Delilah's antipathy towards Jessamine. There is at least one diagram showing it in Stilton Manor.

The Outside has gone rogue and evil.
The game will become a Complete Monster villain who tries altruistically tries to give all the powers of the Void to random people. The protags will go on similar on what happens in the Theriomorph Chronicles.

The events of Death of The Outsider was the Outider's plan for the duration of the entire franchise.
Being The Chessmaster is easy when you're omniscient. It's implied that the one thing that The Outsider needed to put an end to his torment is somebody who is empowered by the void, but not by his mark. Billie only gets her powers due to Emily's time-travel shenanigans. Examining the previous games, this only came about due to his empowerment of the three other protagonists: Corvo, Emily, and Daud.
  • Daud was first. He was needed to train Billie, first and foremost, but later would be required to kill Jessamine, and then save Emily from Delilah, which incidentally, he only did because The Outsider set him on to it. Lastly, he's the one who gets the idea to kill The Outsider in the first place.
  • Corvo is next, because despite how supposedly unpredictable he can be to The Outsider, he will always do one thing, and that's protect Emily.
  • Then comes Emily herself. She's the most important, and the only person the Outsider has ever gone out of his way to protect. This is because she is the one who canonically goes to Stilton's manor and changes the timeline, which DotO reveals to be canon. This is the pivotal event that allows Billie to gain powers without being marked.
So there it is, the single plot thread that ties all four playable characters together. It was all just a scheme to put Billie in a position where she is both motivated and able to free The Outsider. note 
  • Delilah was hardly a side project, even. Without her being banished to the Void and working her way out, Stilton's manor wouldn't have been messed up enough to allow Billie to become what she did. Every character and even some of the specifics of how they acted (Daud trapping Delilah instead of killing her, Emily saving Stilton) were accounted for and resulted in the Outsider getting exactly what he wanted. note
