This is a "Wild Mass Guess" entry, where we pull out all the sanity stops on theorizing. The regular entry on this topic is elsewhere. Please see this programme note.

Thomas the Rhymer is really Tom Lehrer.
They're both songwriters named Tom, and Thomas the Rhymer's song "The King beneath the Hill" fits the rhyme and rhythm and general style of Tom Lehrer's "Irish Ballad" (aka "Rickety Tickety Tin") perfectly.

Harry Potter is Tim's counterpart in an alternate universe.
A very obvious guess that even Peter Gross (artist and eventually writer of the ongoing title believes, given that Harry briefly appears (unnamed) in the 75th issue, holding his Hogwarts letter and running through the wall to Platform Nine-and-Three-Quarters. It makes sense, even with the differences between Harry and Tim, and their worlds — after all, many of the alternate Tims we saw in the series were radically different from "our" Tim, and their worlds were very different too.
