Since it'd shame her home nation if she were caught doing that, the dirty work is assigned to somebody with no official ties with her nation's government and her role in the plot is to make sure that somevody will do it.

* LockedOutOfTheLoop: In "The Case of The Mysterious Message," Shirley and Bo don't tell Bart and Alicia that [[spoiler:Molly was responsible for locking Shirley in the museum vault.]] at the former's insistence ("It's for their own protection"). Cut to two episodes later ("Code of Silence") and Bo-now having seen Molly act [[RuleofThree against three of his closest acquittances]] (Cousin Zack in "Broken Oath", Shirley in both "Crooked Comic" ''and'' the aforementioned "Mysterious Message" and now his former gang idol Jesse Romanko)[[note]] Molly also threatened to bankrupt his parent's fish market in the latter episode, but nothing actually came of this.[[/note]]-decides enough is enough and tells Bart about Molly's scheme ''before'' Shirley!
