Seven days had passed since Dimension Tide had been fired on Solgell Island and six Kaiju had been sucked up by the black holes. In the Global Defense Force base, Marshall Stacker Pentecost sees an opportunity. He is informed many of the Kaiju are lying low, presumably frightened of Dimension Tide, especially after that incident where it was hacked into and fired eight times. Jet Jaguar and M.O.G.U.E.R.A. are heavily damaged, but Kiryu and Mechagodzilla II are good to go and most of the Jaegers suffered only light damage that can be repaired in a few days.

Pentecost tells his colleagues his plan. They will take the fight to the evil Kaiju and wipe them out once and for all while they are still confused and divided from the loss of Xenilla and Destroyah. Everybody protests, pointing out they don't have nearly enough manpower or ordinance to do that. He tells them they can do it if they can convince the good Kaiju to work with them. Their best bet is if Miki Saegusa, their best psychic and friend to many of the Kaiju, acts as their liaison. She is not sure the good Kaiju will ever trust them again after that stunt with Dimension Tide, but she agrees to try.

Zilla Junior is exhausted and takes a nap. After Gamera assumed leadership, he assigned Zilla, as the fastest of the non-flyers, to gather all their allies so Gamera could explain what had happened to Godzilla and the others and maintain order. Next, Zilla had the unenviable task of quelling several uprisings by Xenilla's followers, the Mutants. Miki, accompanied by a military escort, contacts him. She sadly explains how the mysterious black spheres that sucked up their friends were formed by a weapon of human creation, Dimension Tide. Enraged, he roars at her, yelling about how they had been betrayed. The soldiers cower, but she stands her ground and tells him that what happened had been an accident, and she wishes with all her heart that Godzilla and the others had not been sucked up, but now they must move on. She explains Pentecost's plan to unite and go on the offensive against the Mutants and all other evil Kaiju. He notes the logic is sound, but she must convince their leader, Gamera, for it to work.

At that moment, Gamera himself arrives. He already knows of their plan and asks why in the world he should agree to help them when they created such a dangerous weapon without telling them and then lost control of it.

Miki gathers her strength and gives a heartfelt speech about how ever since Kaiju first appeared in the modern world, humanity has been struggling to survive. No matter how many weapons they build, millions of lives are lost and humanity lives in fear. Every few years a new threat arises, even more powerful than the last. However, they all have a chance at establishing an everlasting peace. All they have to do is have the courage to forgive the past and work together.

Extremely touched, Gamera agrees to lend humanity aid. As Zilla moves to inform the others, Miki tells her team to call Pentecost and tell him they have their reinforcements.
