A man in a diving suit gets shot in front of the Daily Planet building, uttering the word "Quincy" just before he dies. No one knows what that's about, but Perry White decides to draw out the murderer by publishing an article implying that the man had revealed a lot more. Perry even rents a diving suit from the same location the dead man did, but Clark rightly suspects that this is suicidal and puts on the suit himself instead. Sure enough, he gets shot at, but only by a hired gun for the real criminals, who are searching for something the dead man has hidden.

Our news hounds eventually figure out that "Quincy" might refer to the Quincy Athletic Club, which has a swimming pool that could conceivably be related to the diving suit. Clark and Perry go there undercover, but arouse the suspicions of the attendant, who's actually one of the conspirators. He locks them into steam cabinets and cranks them all the way up, but naturally that's not going to contain Clark, who escapes once Perry passes out.

Eventually they think to look at the tank supplying water to the club, in which Jimmy Olsen discovers a message wrapped around a goldfish (I swear I'm not making this up) directing them to a certain car in a trainyard. Perry and Jimmy head there and discover that it's filled with paper for making counterfeit money. After the crooks discover them they lock them in the car and set it on fire, but fortunately Clark and Lois show up just in time.
