Ukrainian civilian vessels, sensing the PaperTiger nature of the Russian Navy due to reports of questionable operational handling (most notably, poor shipboard conditions including systemic failures which doomed the flagship ''Moskva'') ran the blockade several times, moving food, equipment, and people with surprising effectiveness. This action called the Russians' bluff and cost the Russian navy some face, leading to a reduction in blockade efforts -- partially because of the public display of their inadequacy, partially because the Ukrainians had received Harpoon anti-ship missiles from Western suppliers and not many of the blockade vessels wanted to risk sharing the ''Moskva'''s fate.
