Alice sees a certain pattern in Bob's behaviour that, for whatever reason, concerns her. So she asks Chris "Is it just me, or is Bob acting weird/trying to get himself shot/completely missing the point?" to which Chris usually replies "It's not just you." This can also be applied to patterns in the observing character's own life or situation.
Often shortened to just, "Is it me...?"
