Abarenbou Shougun
The Tokugawa shogun Tokugawa Yoshimune, though he took power under less than ideal circumstances, is remembered as a wise, mellow ruler. The side of the story you didn't know (because it is entirely made up)?In order to protect his people in a more hands-on way, Yoshimune takes one of his old names, Shinnosuke, and the made-up name Tokuda, and wanders the streets pretending to be a common though good-hearted samurai, who is also a volunteer fireman. Inevitably, he will run into a commoner in trouble caused (sometimes indirectly) by the bad guy of the week, and confront the villain at their house. Recognizing him, they will beg for forgiveness, and then immediately call out 30 of their own samurai to fight him. Yoshimune (usually) doesn't kill them - he beats them with the flat of his sword - and then orders his sidekick ninjas to kill the bad guy for him with the word "seibai" (judgement). If they are particularly heinous, however, he will personally kill them (this got him accused of murder once).
