The Bible - Moses claims to be a terrible public speaker. God isn't impressed and tells him to have Aaron, his brother, speak for him.
Any kind of man Sergeant Jackrum claims "upon my oath" not to be in Monstrous Regiment. It's often obvious because will, for example, follow a claim not to be a violent man with a threat to break your ribs if you cross him. He justifies it on the grounds that he's really a woman.

Moses really is a terrible public speaker and isn't trying to play for sympathy, while Jackrum's oaths aren't about his rhetorical skill at all.
