This is debatable. The meaning this troper got when reading that section was that the choice was to be powerful as a group or to be powerful on his own, and Negi wants to protect his friends because he hates having them in danger at his side. This troper doesn't see the implication of any Spirit Bomb.
Probably depends on translation. The one I was using distinctly said "borrow your comrade's power" and referred to it as light magic, not strategy.
