On the assumption that Jor-El is who he says he is, his plan is a masterful attempt to Set Right What Once Went Wrong. His creation of Bliss seems to be an upgraded attempt along the same lines as the exodus fleet he'd proposed for Krypton. This might also explain the question as to why he's trying so hard to convince Superman of humanity's worthlessness in the face of Dr. Manhattan's (alleged) plans to destroy the universe (which raises the question of "since they're going to be unpersoned anyway, why bother?") — he's pulling out all the stops to entice Superman to come with him to Bliss so as to prevent a replay of the fate of the Kryptonian race when they shot down Jor-Els evacuation plans.
In issue #990, Superman rounds up all the military hardware of the Logamban army and the rebels, destroying it in front of the king and the rebel warlord. While that's certainly a way of stopping a fratricidal civil war... he's just left the entirety of Logamba defenseless should one of their neighbors attack. And if sub-Saharan Africa in the DC universe is anything like sub-Saharan Africa in Real Life, that's not a matter of if, but when.
It also raises some questions about his stated commitment to humanity — if he could do this in Logamba, where was he when Ukraine could have used his help, or South Sudan, or Nigeria? Why not forcefully tell Kim Jong-un to knock it off? Why wasn't he putting an end to ISIS? The world certainly would have applauded Supes gathering all of the Islamic State's weapons into a big ball and destroying them. They don't even have the flimsy excuse (The Spear of Destiny) that pre-Crisis DC had to explain why Superman didn't go to Berlin in World War Two to haul Hitler to a POW camp. It comes off almost like Protagonist-Centered Morality, where he has to stop this brush war, while brushing aside the issue that if he could here, why not with other conflicts/human rights abuses?
Off screen moments? Perhaps the Polish Superhero team is handling Ukraine but there isn't one in or near Logamba. Perhaps North Korea doesn't exist in the DC universe? You can find explanations if you wish.
We know North Korea exists in the DCU thanks to (among other things) New Super-Man.
