Apart from the human world we are all familiar with, in ''Manga/TheWorldGodOnlyKnows'' there are two other planes of existence: The worlds of Heaven and Hell. Contrary to general assumptions, neither one is supposed to be either good or bad but rather the destination for souls that are in need of cleansing from their past lives and then reincarnation.

In the present, the New Devils are largely concerned with capturing the renegade members of their race known as the Weiss. The gods, on the other hand, have made less appearances and are confined to six known goddesses.

A powerful senior demon who does not get along very well with Elsea and Haqua. Rather than letting her human partner do most of the work, like Elsea and Keima, she prefers to take matters into her own hands, sometimes with lethal means. Her results are impressive, though she often makes mistakes due to her impulsive nature. Her second appearance has her promoted to District Chief of Area 30-2, in essence becoming Elsea's boss. Her human partner is Ryou.

In general, Nora is selfish and whimsical, but she does mean well when she keeps her temper and arrogance in check.
* AntiHero: Despite her questionable methods she seems to have good intentions. She has little regards for the rules and is perfectly okay with killing or cheating in order to do what she thinks is the right thing.
* ArentYouGoingToRavishMe: At first she's understandably creeped out when Keima says he wants to grope her and begins chasing her, but then she gets legitimately pissed when she finds out it was just an act to bait [[spoiler:the spy Fiore.]]
* BlueBlood: Her horns signify that she is descended from an important family and are a mark of great prestige. This is something she is VERY proud of.

[[spoiler:And she indirectly saves Keima's life by sending Ryou to activate the goddess sensor's roll-call feature when she figures that Vintage will be looking into the disappearance of one of their agents]].
* MindProbe: Her senior demon powers let her delve into people's hearts. It backfired hard when she used it on Keima.
* MurderIsTheBestSolution: If her target's been hurt by someone, she'll give them revenge up to and including killing the one who hurt them.

A traitorous New Devil who resents the changes to Devil society and wishes to bring back Old Hell. Works for an organization called Vintage. A former classmate of Elsea and Haqua's.
* AdaptedOut: In the third anime season, her role of [[spoiler:stabbing Kanon/Apollo]] is covered by Lune in episode one, and her [[spoiler:attack on Keima's house, with Fiore ending up imprisoned in a lost spirit bottle]], was skipped over as of episode four. In the end, all of her ''Goddess'' arc appearances were cut from the adaptation.

* BlueBlood: The horn on her head shows that she's from a noble family.

* BlueBlood: She has tiny horns and is most likely nobility like Nora and Fiore.
* BrainsAndBondage: Despite her masochist tendencies, she's intelligent; [[spoiler:shown by her plan, which she derived from information on Haqua's hagoromo, to capture all Keima's conquered girls. Luckily Tenri/Diana is listed as Nora's capture]].

!!The Jupiter Sisters

Centuries ago, the Jupiter Sisters, goddesses from Heaven, managed to seal away the Runaway Spirits by making a collective HeroicSacrifice, trapping themselves alongside their prisoners. When the spirits finally managed to escape, the sisters were released as well. They ended up in the spirits' human hosts, resting dormant until they could regain their strength. Unlike the spirits, however, the goddesses draw strength from love and affection.

Collectively, they share the following tropes:

* {{Barrier Maiden}}s: They were this when they made their HeroicSacrifice to seal away the Weiss 300 years before the story. That is until the Great Runaway Spirit Escape 10 years before the story.
* ChekhovsGunman: Five of the goddesses are inside Keima's previous capture targets.
* FamousAncestor: Jupiter, king of the [[Myth/ClassicalMythology Roman gods]], from whom the sisters take their collective name.
* GenderBlenderName: 4 of the 6 goddesses are named after male gods from the Roman pantheon.
* LevelUpAtIntimacy5: The more affection the hosts have, the more power the goddesses can unleash. Their rough progression: TheMirrorShowsYourTrueSelf -> WillingChanneler -> HolyHalo -> PowerGivesYouWings.
* TheMirrorShowsYourTrueSelf: Once they've regained enough strength, the goddesses can appear in their hosts' reflections and shadows.
* OurGodsAreDifferent: What the sisters were capable of at full power is unclear, but they weren't omnipotent. As they regain their strength, they become able to switch places with their hosts, manifesting SuperStrength and SuperSpeed, and have a measure of resistance to spells.
* ThePowerOfFriendship: Much of the Jupiter Sisters' power is derived from the bond they share. If they lose even one of their number, they must all be replaced with a new set of Jupiter Sisters immediately.

* SharingABody: The goddesses share a body with their hosts and either person can grab control at any time. However, seeing as the goddesses are decent people and are hitchhiking, they rarely do so when it's not important.
* ShipperOnDeck: Each goddess supports Keima's relationship with her respective host. However, they are not happy about the fact he is technically six timing their hosts.
* SiblingTriangle: Of sorts. Because the goddesses' power comes from love, all six of them have a vested interest in making sure Keima remains true to ''their'' host. And that's not counting the feelings of the goddesses themselves.
* SplitPersonalityMakeover: When the goddesses are in control of their hosts' bodies, their hair or other features change to indicate it.
* SymbioticPossession: All the goddesses are shown to get along with their hosts pretty well. The hosts are at best good friends with them and at worst bemused but generally accepting of the Goddesses.

After a certain incident with Keima 10 years ago, Tenri became possessed by Diana, the first Jupiter Sister seen in the series. Compared to Tenri, Diana is assertive and strong-willed, and is able to temporarily take full control of Tenri's body at times.

She is the third oldest of the Jupiter Sisters.
* ClingyJealousGirl: She tends to get very aggressive when Keima pursues or shows interest in anyone not named Tenri.
* CoolBigSis: Diana acts like this for Tenri.
* GoodIsNotNice: Diana can be rather cold and inconsiderate some of the time.
* InconvenientAttraction: Diana eventually realizes she has fallen in love with Keima, something that she finds horrible since she's supposed to be encouraging Tenri's love for him and she doesn't want to be in love with a "scum" like Keima.
* InferioritySuperiorityComplex: Beneath Diana's not-inconsiderable ego, she believes she's caused trouble for Tenri, herself, and her sisters.
* IWantMyBelovedToBeHappy: [[spoiler:Diana finally admits she loves Keima. But she would rather have him love Tenri more, and feels guilty about even being in love with Keima to begin with]].
* LightningBruiser: She's supposed to be the strategist of the group, but is able to grant Tenri superstrength and superspeed.
* MatchmakerCrush: She tries to push Tenri towards Keima, but since Tenri is so shy Diana ends up interacting with Keima so much that she falls in love with him.
* MundaneObjectAmazement: Diana is really impressed with Tenri's magic tricks even though she herself used to split the sea and control the weather.
* PsychosomaticSuperpowerOutage: Diana comes to the conclusion that the reason her wings haven't appeared yet even though they should have grown by that point is that her guilt over having developed a MatchmakerCrush on Keima is getting in the way. Tenri somehow manages to bring out Diana's wings later.

The next goddess found after Vulcan, Mars appears to be the most physically powerful, as befits her name. Mars seems serious and businesslike to the point where she seems completely inexperienced when it comes to love and romance. However, she agrees to help her host capture the target of her affections in return for assistance in finding her sisters.

She is the third youngest of the Jupiter Sisters.

The fifth goddess, she is unique in that during the recapture arc she is in fact seen separate from her host. Her personality appears quite similar to her host, as does her appearance, though Minerva looks far younger.

The final goddess and the one Keima has of course been trying to find the whole time, Mercurius is considered to be something of an oddball. While the other sisters all have a particular strength, Mercurius appears to have more interest in learning weird spells. For her capture, Keima is unsure of her host and thus has to pursue more than one girl at once.

She is the youngest Jupiter Sister.
* BigLittleSister: To Minerva. While Minerva is the second youngest of the Jupiter Sisters and Mercurius the youngest, Mercurius is much taller than Minerva.
* DarkSkinnedBlonde: She seems to affect her host's appearance more than most goddesses. Her skin becomes brownish and her hair turns white in addition to the FacialMarkings.
* FacialMarkings: She has some small stripes beneath her eyes.
