The Anarchy Sisters

    Both 

Two angel sisters that got kicked out of Heaven for bad behavior and are now stuck in Daten City, a place between Heaven and Earth. To earn their way back in, they have to collect Heaven Coins, which are earned from defeating monsters called Ghosts.


  • Action Girl: When they find the motivation to get off their lazy butts and fight, they can take out Ghosts in a flash.
  • Angelic Beauty: Panty & Stocking are both angels and are considered very attractive by almost every male character, and even some female characters, with some high school students believing them to be goddesses in the Japanese version or celebrities in the English dub. Panty takes advantage of this by being a Lovable Sex Maniac, whose goal is to have sex with 1000 men.
  • Cool Car: See-Through, a modified bright pink Hummer H1 or Humvee with an open top and shorter glassless doors.
  • Does Not Like Spam: They hate each other's favorite foods; Panty doesn't like sweets, and Stocking hates spicy food.
  • Embodiment of Vice: With Panty representing Lust, and Stocking representing Gluttony.
  • Fallen Angel: While stuck in Daten City, their goal throughout the series is to get enough Heaven Coins to be able to return to Heaven.
  • Family Eye Resemblance: About the only physical feature they have in common is their blue eyes. Panty's are bright blue, while Stocking's are blue-green.
  • Gratuitous English: They use quite a bit of it for the original Japanese dub of the show, which shouldn't surprise anyone familiar with the works of Studio Gainax. Even their Image Song, "D-City Rock," is in perfectly fluent English.
  • Hair-Contrast Duo: Panty's hair is blonde, waist-length, and spiky, while Stocking's hair is navy blue with a pink under layer, knee-length, and stick-straight. And they're opposites in just about every way possible.
  • Heaven Seeker: Their goal is to collect enough Heaven Coins from defeating Ghosts to earn their way back into Heaven.
  • The Hedonist: If it were up to them, they'd spend all their time on Earth banging hot guys (Panty) and devouring sweets (Stocking). They only fight and kill Ghosts because they need the coins to get back to Heaven.
  • Holy Halo: Sport pale blue ones in their angel forms. At the very end of the show's ending theme, they also take them off to salute the audience.
  • Image Song:
    • "D-City Rock" for both, a wild, rockin' party anthem all about living it up and enjoying the adoration of the crowd.
    • "Juice" for Panty, a short Bow Chicka Wow Wow song that plays during fanservice-y moments or during her latest conquest. The song also appears in the soundtrack, but with the added sound effect of Panty herself having an orgasm.
    • "CHOCOLAT" for Stocking, a Surprisingly Gentle Song about falling in love for the first time.
  • Invisibility: Have both been shown to have the ability to turn invisible exactly once as shown in "Vomiting Point", revealing only their halos. Although that may have just been done for the art, meaning they may have not actually been invisible.
  • It's All About Me: Both girls are extremely self-centered and would much rather be doing their own thing than fighting Ghosts. Even when doing good, they nearly always have a selfish motivation in mind.
  • Kicked Out of Heaven: For having way too much sex (Panty) and eating way too many sweets (Stocking).
  • Magical Girl Warrior: Very, very loosely. They have a Transformation Sequence, fight evil every episode, and collect MacGuffins, but they're much older than the usual, fight with traditional weapons rather than any kind of magic ( although their weapons are magical in nature) are ridiculously self-centered (as opposed to the all-loving selflessness of a "classic" magical girl), and would rather spend time indulging in hedonistic pleasures than fighting. Oh, and their Team Pet (who would be a Mentor Mascot in any other series) is a useless little glutton who mostly exists to serve as the cast's punching bag.
  • Money Dumb: The plot of "The Stripping" is kicked off by Garterbelt yelling at the girls for spending way too much money on dumb stuff and forcing them to go out and get jobs.
  • Ms. Fanservice: Just look at their transformation sequence!!! And that is only in the first episode.
  • Named Weapons: Panty's gun is named Backlace/Backless, while Stocking's katanas are named Stripes I and II.
  • Really Gets Around: Mostly Panty, but both girls have very active sex lives.
  • Red Oni, Blue Oni: Panty is foul-mouthed and aggressive, Stocking is level-headed and snarky.
  • School Idol: In "Turmoil of the Beehive," they almost immediately become the most popular girls in Daten City High School, much to the consternation of Queen Barby, the local Alpha Bitch and Villain of the Week.
  • Shameless Fanservice Girl: In "The Stripping," both girls are completely fine with stripping off all their clothes to sell to the Hellton Casino patrons so they can continue gambling.
  • Single-Issue Wonk: The opening sequence shows X-rays of the girls' brains. Panty's brain is filled with "sex, male, sex, men, sex, sex, sex" and Stocking's brain is filled with "sweets, sweets, sweets, goth, sweets."
  • Sir Swears-a-Lot: While Panty swears more than Stocking, both of them swear a lot and Stocking still swears the second most in the show.
  • Sibling Team: They're two angel sisters who fight Ghosts together.
  • They Call Him "Sword": Both are named after their preferred weapons.
  • Trademark Favorite Food: Panty loves spicy food, while Stocking loves every kind of sweet food there is.
  • Vague Age: It's never stated how old Panty and Stocking are; while they appear to be in their late teens and can pass off as high school students, an offhand comment by Stocking in "Catfight Club" implies that she and Panty are over 500 years old. What is known is that Panty's the older sister and Stocking being the younger, but how much older or younger isn't explained either.
  • World's Most Beautiful Woman: Panty's the one who's out to get all the boys, but both girls are considered drop-dead gorgeous in-universe. When they make their entrance into Daten City High in "Turmoil of the Beehive," the entire student body is immediately stunned, with one boy exclaiming "Rich girls!" and another saying "Goddesses!" The English dub has the students thinking they're celebrities instead.

The blonde angel. Constantly has sex on her mind and will screw just about any man she takes a fancy to. Also very rude to a fault. Can transform her (as well as anyone else's) panties into a gun.


  • Action Girl: Panty knows how to throw down in a fight, as is evidenced by how she can go toe-to-toe with ghosts, demons, and just about everything else. However, she's nowhere near as good solo as she is when she has backup, due to being Unskilled, but Strong.
  • All Women Are Lustful: Definitely. Even her X-ray in the opening sequence shows that all that seems to be in her head is "Sex, male, sex, men, sex, sex, sex."
    Panty: I don't know whether I'm feeling sluggish because I'm having too much sex or I can't think of anything other than sex because I'm too sluggish.
  • Anime Hair: Lampshade in "1 Angry Ghost" when the monkey lawyer mistakes her bangs for a bunch of bananas.
  • And I Must Scream: In the series finale, Stocking slices her entire body into 666 pieces to use as a trail of bread crumbs for Brief to follow her and Corset to the destination of their next evil plan. Brief must apparently collect all pieces if he is to have any chance of saving her.
  • Anti-Hero: Nominal Hero, played for laughs.
  • Attention Whore: She loves the attention given to her from the masses of Daten City. Aside from the obvious, being famous is her biggest priority.
  • Badass Adorable: She saves the world on a regular basis but is also very likeable and always has a funny line of dialog.
  • Badass Biker: She can drive a motorcycle like a pro.
  • Badass Boast: Does a pretty character-defining one in the final episode.
    Panty: You're right, I'm just a little bitch and I'm proud of it. But guess what, douchebag? That's not the point. News flash, I don't need special fucking powers to beat the shit out of you. You know why? Because I'm a bitch who doesn't give a fuck. You and your half-dead face can preach about hymens and demons and other weird words that supposedly mean shit, but that doesn't change the fact that if any of you fuckers get in my way, I'm gonna kick some twisted-ass ass. You hear me dick? I'm a hot bitch angel named Panty. And no matter what anyone says, I DO WHAT I FUCKING WANT!
  • Big Brother Instinct: The source of many heartwarming moments with Stocking.
  • Big Eater: While not as much as her gluttonous sister but Panty herself is shown to have an appetite. In the first episode (English Dub) she lets out a belch after eating curry. In Fight Club, Stocking brings up her personal eating habits as she's seen gathering a lot of food from a refrigerator. Nothing to Room shows that she can indeed bite off a lot more than she can chew as she's devoured every single thing that she's ordered along with Stocking.
  • Break the Haughty: In "Panty + Brief", only Stocking is allowed to return to heaven and Panty has to start her Ghost hunting duties over, alone this time. Garterbelt interferes with her attempts to have sex, and she starts to lose her powers because of it. She gets into a fight with her arch rivals who kick her butt, and she has to be rescued by the universe's Butt-Monkey, Brief, of all people. She ends up trying to have sex with him, but her lost powers also come with a regenerated hymen; she can't stand the pain and has to give up. The episode ends with her not only unable to have sex, but also completely powerless to stop the only person who still cares about her from being abducted in front of her. That was... unexpected.
  • Byronic Heroine: Lustful, gluttonous, beautiful, and charismatic, but also ruthless, rebellious, and self-serving, not to mention in exile. More comical than the typical kind, but fits the mold nonetheless.
  • Crystal Spires and Togas: Her transformation sequence (although in this case the spire is a pole of dancing).
  • Combat Stilettos: Her default outfit sports red high heels, and she wears gold high-heeled sandals when transformed.
  • Cosmic Plaything: As much as almost anyone else in the series. After losing angelhood, multiplied thousandfold.
  • Deadpan Snarker: Especially in the dub, which was written up to have her be as tonally dry and biting as possible to contrast characters like Brief and his usual freaking out. It's pretty clear that Jamie Marchi is having a blast. That said, the original definitely doesn't slouch in the snark either, but the tone is much less deadpan.
  • Death by a Thousand Cuts: Literally (though more like six hundred sixty-six), by Stocking.
  • Divine Date: Mortal, divine, doesn't matter—Panty will screw anything with a pulse and a penis. She plans to have sex with 1,000 men in Daten City before returning to Heaven and chooses Brief as her last one.
  • Doesn't Like Guns: The reason why she prefers Backlace (her panty pistols) over actual guns? Panty thinks gunpowder smells like "old hack-stank."
  • Does Not Like Spam: She hates sweets, but that doesn't stop her from eating Stocking's favorite pudding just to mess with her.
  • Does This Remind You of Anything?: Panty can transform panties or underwear into guns. For men's underwear, the size and type of weapon ultimately depends on the wearer's girth. Or lack thereof.
  • Dramatic Gun Cock: Complete with Written Sound Effect.
  • Embodiment of Vice: Panty represents the sin of Lust.
  • Even the Girls Want Her: Men and women alike nosebleed at the sight of her naked bottom.
  • Everyone Loves Blondes: About 90% of the sex on the show is because of her, at least on-screen.
  • Extreme Omnisexual: Only applies to men. She's even bedded a male robot when she briefly transforms into one herself. In the manga, however, she certainly looks excited when she gets the chance to feel up Scanty and stick her hand down her panties. In another (Likely non-canon) chapter, she has sex with a Native American princess, Stocking, and a horse. She's also had sex with a corpse of a plane pilot to control its nervous system to steer the plane.
  • Fallen Angel: In exile from Heaven because of her vices, though she's still doing the Lord's work by taking on evil and destroying Ghosts. Of course, doing so is her only chance of actually getting back into Heaven.
  • Friend to All Children: If "Sex and the Daten City" is to be implied, then she might be surprisingly good with kids as she was willing to take several photos with them and looks pretty happy doing so. Then again, she might've have taken those pics simply for the publicity.
  • Four-Temperament Ensemble: The Sanguine.
  • The Glorious War of Sisterly Rivalry: Is constantly fighting with Stocking, who is her utter opposite in terms of their personalities.
  • The Gunslinger: She uses firearms.
  • Good Bad Girl: Takes this trope to its logical extreme by being a Lovable Sex Maniac who is also an angel from heaven.
  • Godiva Hair: Panty makes use of this trope in "Catfight Club", when she brings out her gun while not wearing any other lower garments. And she takes it to even sillier extremes during "High School Nudical", when her panties get stolen and she spends the whole fight scene jumping around in only a bra.
  • Going Commando: A given, considering her weapon is her panties and she's not carrying a spare pair.
  • Gun Fu: Most epically against Scanty in "Les Diaboliques"
  • Heroic BSoD: She falls into despair after she fully becomes human, which causes her to lose her angelic powers and her hymen to regenerate, which prevents her from fighting and restores her to a virgin state, respectively. To sum up, never before has the sight of a hot naked chick with a pair of panties hanging off her finger looked so depressing.
  • Hidden Depths: Genuinely cares a great deal for her sister.
  • Hot-Blooded: Not to the point of Garterbelt, but she's definitely quite enthusiastic.
  • Idiot Hair: Her hair has a prominent ahoge, to the point where it's been compared to bananas at one point. She's also a bit of a moron.
  • Image Song: "Juice". A short Bow Chicka Wow Wow song every single time in the series during particularly fanservice-y moments. The song also appears in the soundtrack, but with the added sound effect of Panty herself having an orgasm. It Makes Sense in Context.
  • Impaled with Extreme Prejudice: Stocking did this to her right before chopping her to pieces. And it was right through the head, too!
  • Jerk with a Heart of Gold: She's crass, rude and selfish, but certain episodes show she does care, such as vehemently trying to get Stocking away from a ghost who she thought was just using her, or being nicer to Brief after getting her powers back.
  • Knight Templar Big Brother: Plays the role in "Ghost: The Phantom of Daten City", where she tries to break up Stocking's relationship because the person she's dating is a Ghost.
  • Lady in Red: Favors a slinky red Mini Dress Of Power to play up her love of adoration and sex.
  • Lady Swears-a-Lot: Swears the most out of the entire cast, not to mention dropping over 250 variations of the word "fuck" throughout the entire series.
  • Light Is Not Good: Generally portrayed as being less heroic than Stocking.
  • Love Realization: In "Panty + Brief", Panty, of all people, falls for Brief (again, of all people) once she realizes that he and a sexy Bishounen she met earlier are one and the same. Subverted in "Bitch Girls", where she continues to treat Brief as she always has after having sex with him, but she stops calling him "Geek Boy" and uses his real name instead.
  • Lovable Sex Maniac:
    • Even her X-ray in the opening sequence shows that all that seems to be in her head is "Sex, male, sex, men, sex, sex, sex."

    • It's revealed in "Panty + Brief" that she plans to have sex with one thousand men before returning to Heaven. Sadly, God doesn't look kindly on this sort of behavior, which prevents her from returning together with Stocking.
  • Modesty Bedsheet: Her usual outfit whenever Garterbelt is giving the morning report.
  • Morph Weapon: Transforms panties to get her gun.
  • Ms. Fanservice: Manages to pull this off despite the highly stylized art style. And when she's realistically drawn, she's made to look especially attractive.
  • O.O.C. Is Serious Business: During Stocking's romance with a ghost, Panty drops her act and tries her hardest to get Stocking to break up with the ghost. When she has an honest conversation with Stocking she admits that finding true love is right, but as an angel of heaven she cannot do so with a ghost. Stocking reacts extremely angry to this.
  • Petite Pride: She's flatter than Stocking, but definitely thinks her body is better, and boasts that her breasts are more sensitive than hers. It definitely doesn't slow her down in any way.
  • Phrase Catcher: Whenever she has sex with a guy (and this happens a lot), he'll say "you're tighter than I thought". She wonders why everybody is always saying this, but won't ever find an answer.
  • The Pornomancer: She constantly finds (relatively) attractive men who are willing to have one-night stands with her.
  • The Protagonist: While she and Stocking share the same amount of screentime for the first eleven episodes, Panty becomes this after Stocking goes to heaven and she's forced to defend herself.
  • Punch-Clock Hero: If she had her way, she'd be spending all her time lazing around and fucking people. The only times she actually goes out and does hero work is when Garterbelt yells at her to do it or the villains come to her.
  • Really Gets Around: A lot. In fact, as previously mentioned, her goal was to get laid by one thousand men — a goal she eventually reaches after hitting nine hundred and ninety-nine, and then deciding on Brief as her final partner.
  • Seven Deadly Sins: She's often considered the personification of Lust.
  • Shameless Fanservice Girl: She's done a lap dance on television in "1 Angry Ghost", and that's just the beginning.
  • Shoot the Bullet: Or a whole salvo of them, cuz why not.
  • Sleeps with Everyone but You: In regards to Brief. To be fair, she did ask Brief to sleep with her at the end of "Les Diaboliques", but he thought that was a little too soon. She later falls for him in "Panty + Brief" and decides to have sex with him again; unfortunately, this is around the same time she loses her powers as an angel and regains her hymen, restoring her to a virgin state. They finally do have sex in "Bitch Girls", which breaks her hymen and restores her powers.
  • Sociopathic Hero: The only reason she fights ghosts is so she can get back into heaven. Everyone else, even her sister comes second to her and her selfish actions.
  • STD Immunity: She has lots of sex with lots of guys. Although she doesn't seem to know what the word "condom" means, she never catches an STD (maybe because she's an angel?)
  • Tomboy and Girly Girl: The Tomboy to Stocking's Girly Girl.
  • Trademark Favorite Food: She loves anything spicy. Also a bit of a Stealth Pun: a flirtatious, attractive, sexually forthright woman is sometimes referred to as being "spicy."
  • Trash of the Titans: Episode 3 shows that her room is a complete mess, while Stocking's room is neat and clean.
  • Trauma Conga Line: In "Bitch Girls" opens with Garterbelt throwing Panty out of her home because she's been Brought Down to Normal (i.e., she's just a normal bitch instead of a bitchy angel), forcing her to walk through the rain and get bombarded by bird poop, a baseball, an open can of paint, a flower pot, a hammer, a pan, and a 16-ton weight before getting struck by lightning, drenched by heavier rain, splashed by a passing car, and knocked into a dumpster by an ambulance where a bunch of cats, dogs, and people gather and start having sex all around her until she finally vomits and stumbles into an open sewer drain. All in that order before the opening credits in the span of one minute! It eventually turns out this was all part of Garterbelt's plan to give her her Heroric Second Wind, after he caused her powers to shut off by not allowing her to have sex.
  • Ungrateful Bitch: After Stocking helps her to destroy every copy of her porno in "Sex and the Daten City", Panty decides to remove every bit of footage with Stocking in their movie, for no real reason.
  • Unskilled, but Strong: Is noted to focus more on strength than Stocking.
  • Virgin Power: Inverted, regaining her virginity caused her to lose her powers.
  • Winds of Destiny, Change!: Implied in "The Stripping" to have the power of good luck.
  • Whole Costume Reference: Her school outfit is the same as Mari Illustrious Makinami's.

The goth-lolita angel. Absolutely loves sweets and can usually be seen eating a variety of them in the episodes. Often the voice of reason between the pair, having to keep Panty on task (sometimes the other way round). Can turn her stockings into katanas.


  • Action Girl: She's got magical stocking swords and she knows how to use them.
  • Affectionate Nickname: Panty occasionally calls her "Sto-chan" in the original Japanese.
  • Amazing Technicolor Population: Averted; she's the only demon who has a normal skin color.
  • Ambiguously Evil: Is she really a demon-like she claimed in the last episode or was she being mind-controlled? OR was that even actually her?
  • Ambiguous Situation: Is she REALLY a demon, or has she been brainwashed or replaced?
  • Annoying Younger Sibling: Well, at least Panty certainly seems to think so.
  • Ascended to a Higher Plane of Existence: She ascends back to Heaven shortly before the end of the series, but then comes back for the final battle.
  • Badass Adorable: She routinely slaughters evil spirits all the while looking super cute.
  • Berserk Button: Stealing her treasured pudding and sweets. Or screwing with her ability to eat all she wants without consequence. Or calling her "fleshy". Or cutting her hair.
  • Big Damn Heroes: Her entrance in "Bitch Girls".
  • Big Eater: She claims that all the fat goes to her boobs.
  • Blue Oni: She is the more composed, more responsible, less impulsive member of the duo, though that's not saying much.
  • Bondage Is Bad: Played With, since she has an obvious thing for bondage despite being as close to "good" as this show has. If the whole "I'm a demon" thing is true, however, then it's played straight. In fact, it might have been hinting her true allegiance all along.
  • Boy Meets Ghoul: In "Ghost: The Phantom of Daten City", she falls in love with a Ghost.
  • Bunny-Ears Lawyer: She is a very strange angel to say the least, but she can certainly kick Ghost ass like nobody's business.

  • Cain and Abel: The Cain to Panty's Abel in the last episode, when she slices the former to pieces.
  • Character Development: By the time the finale rolls around, she's become more responsible (or at the very least indifferent) at ghost-hunting, which leads to her being Put on a Bus.
  • Characterization Marches On: In "Excretion Without Honor and Humanity", she's seen eating Garter's curry. Come "Catfight Club", and it's revealed she hates spicy food.
  • Church Militant: A given for a warrior Angel.
  • Color-Coded Eyes: Has green eyes. Appropriate for a supernatural entity.

  • Covert Pervert: If, by "covert", you mean "makes a bare-minimum effort to at least pretend to hide it", then sure.

  • Deuteragonist: Compared to Panty, Stocking doesn't have a lot of screen time. Made rather obvious when she's Put on a Bus.
  • Diet Episode: She goes on a diet in "The Diet Syndrome", but can't seem to lose a single pound despite running for miles every day and giving up her precious sweets. This turns out to be the result of a Ghost's mischief.
  • Dual Wielding: She prefers to fight left-handed, but when push comes to shove, well... she's got two stockings, doesn't she?
  • Early Installment Character-Design Difference: Earlier on, the design on the hilt of her swords were hearts, but then they changed into diamonds. The reason for this is unknown.
  • Elegant Gothic Lolita: Complete with a Gothic Lolita-themed bedroom and a fondness for sugary treats. To be precise, whilst Stocking's choice of clothing is usually within Gothic Lolita territory, she has been known to appear in lighter Sweet Lolita getups in "Ghost: The Phantom of Daten City" and a Sailor Lolita outfit in "Catfight Club".

    • In "Transhomers", She plays the Megatron Expy.
    • "Ghost: The Phantom of Daten City" has a lot of foreshadowing:
      • The most blatant is she falls in love with a Ghost. Ghosts have been shown on occasion to work for Demons.
      • She says to her Ghost boyfriend she'll give up her Angel powers and go to Hell if it means they can stay together.
      • Her Image Song is a love song, much like Scanty and Kneesocks' and Corset's themes.

  • The Glorious War of Sisterly Rivalry: Is constantly fighting with Panty, who is her utter opposite in terms of their personalities.
  • Goth Girls Know Magic: Played With. She dresses in Elegant Gothic Lolita style and displays goth tendencies, and as an angel she is inherently magical, she is every bit a Magical Girl Warrior who wields enchanted swords in battle, rather than the expected sorcery.
  • Heavenly Blue: Her angel form outfit is primarily white and light blue.
  • Hello, Sailor!: In "Cat Fight Club" she wears a sailor uniform, based on sailor lolita fashion.
  • Hyperactive Metabolism: She notably eats sweets like a champion, but her frame remains petite (with all of the fat she does retain going straight to her breasts and nowhere else). The one episode where she subverts this is a clue that something is very wrong with the sweets she's been eating.
  • Hypocrite: Has a habit of mocking anyone with less than normal sexual habits. For example, in their very first meeting, she calls the demon sisters "bondage-loving skanks". She seems to dig bondage and dated a repulsive-looking Ghost, which gives the Gainax Ending some credibility.
  • Image Song: "CHOCOLAT". Apparently Gainax didn't let Mariya Ise's singing talent go unused.
  • I'm a Humanitarian: The Sanitary Box shorts reveals she eats Prickles, a chip made of babies' foreskins.
  • Jerk with a Heart of Gold: Despite her generally unpleasant nature, Stocking is an overall nicer person than Panty. She even decides to leave Heaven to help her fight Corset. And then she kills her and reveals she was a bad guy the whole time.
  • Katanas Are Just Better: And two katanas are even better.
  • Lesser of Two Evils: In "Panty + Brief", Heaven allows Stocking but not Panty to return, apparently considering her sloth less heinous than Panty's constant sexcapades. The fact that Panty was planning to have sex with 1,000 different men before returning to Heaven might have had something to do with that.
  • Long Hair Is Feminine: Stocking's hair is so long that it goes down to her knees.
  • Lost Food Grievance: Do not touch her precious sweets if you know what's good for you. Episode 3 begins with Stocking yelling at Panty for eating her favorite pudding that came down from Heaven and had a 500-year waiting list.
  • Mature Younger Sibling: She is much more sensible than Panty and unlike her she takes the job more seriously (usually).
  • Master Swordswoman: Calling her good with a sword would be the understatement of the century. She routinely carves Ghosts into a million pieces in the blink of an eye, masters the dreaded Spin Attack and can easily fire off Sword Beams.
  • Meaningful Name: Her name is her preferred weapon.
  • Morph Weapon: She transforms stockings to get her katanas.
  • Ms. Fanservice: In a different way from Panty, but her cuteness and Elegant Gothic Lolita attire have their own appeal. There is also the fact that she is much more buxom than Panty, which tends to get a lot of attention from the camera and a lot of men.
  • Mysterious Purple: Despite there being small hints littered throughout the series, the Gainax Ending of Stocking dicing Panty to bits and revealing that she's actually a demon makes it unclear whether or not she was Evil All Along, did a Face–Heel Turn, or is just Brainwashed and Crazy given her unusual eyes at the time, planting her firmly in Ambiguous Evil territory. Her Elegant Gothic Lolita aesthetic features black and purple striped tights and her hair is dark purple. This not only contrasts her against actual angel Panty's lighter and brighter coloring, but it also differentiates her from all other demons in the work, who all have red skin, pale hair, and wear beige mini skirt suits.

  • Tragic Keepsake: The poop engagement ring she got from the ghost in "Ghost: The Phantom of Danten City" right before he gets sent to Heaven.

    • In "Catfight Club", she's tied up and being pulled back and forth by a ghost, with the rope tied rather suggestively, while the scene is shown in Art Shift mode. She says it's not that bad and she could get used to it.
      • In the same episode, Stocking is looking for her pudding in her room, and one of her closets show some dildos, handcuffs, and such.
    • Happens again in "1 Angry Ghost", when the girls are restrained. Stocking comments that it's not even tight enough to be a turn-on.
      • Later in the episode, they get electrocuted. Stocking's response?

    • Towards the end of "If The Angels Wore Swimsuits", Panty and Stocking get attacked by a giant octopus ghost. Panty breaks out with no problem, while Stocking...doesn't even try.

    • In the D-City Rock video, they get stranded in the desert and decide to make signs to hitchhike. Panty's actually has where they're going, but all Stocking wrote was "Please buy me."
  • Trademark Favorite Food: Stocking loves all sweets, but her very favorite is Whitey-White's Special Swiss Roll Cake. Even her Nendoroid comes with a little Swiss roll and fork!
  • Traumatic Haircut: In "The Hairdresser's Bad Wife," Panty spits out her gum and it lands in Stocking's hair. She offers to make it right, but cuts off the entire lock with the gum in it. Then she cuts off the lock on the opposite side, and then cuts off more and more hair until Stocking is bald. About two seconds later, Stocking gets her revenge by shearing off the top of Panty's skull with the same scissors and styling the resulting blood splatter into her old hairstyle.
  • Unsympathetic Comedy Protagonist: Less so than Panty, but still.
  • Vapor Wear: She sometimes removes her panties so that Panty can go Guns Akimbo.
  • Weak, but Skilled: By no means weak, but she is noted to focus more on technique than Panty.

A priest who acts as Panty's and Stocking's boss and caretaker during their stay on Earth. Explains the missions to the duo with great gusto despite the fact that the girls are less than enthusiastic about working. All but stated to be gay.


  • Afro Asskicker: Has a rather impressive afro... That he sometimes uses to hide shotguns in.
  • Ambiguously Bi:
    • Very obviously into dudes, but he also stimulates one of his nipples with dolls of Panty and Stocking in the Sanitary Box shorts.

Some examples include how he met and helped dress Adam and Eve, ate the fruit from the Forbidden Tree, encountered Noah on his Ark, became a disciple of Jesus Christ, was possibly Jimmy Hendrix and (despite all the contradictions) even became a member of the Ku Klux Klan.
  • Meaningful Name: He's what holds Panty and Stocking together.
  • Mr. Exposition: Helps that he serves as the series' narrator.
  • Paper-Thin Disguise: Master G. The girls don't recognize him though.
  • Pedophile Priest: Less pedophile more pederast; he likes 'em young but at least past puberty. Notable are his rather "close" tendencies towards Brief. It's suggested that he's probably looking out for him since Brief's penis is a MacGuffin.

Is used by the heavens to transport paper with clues on the whereabouts of the next ghost (via lightningbolts to the noggin of course). Occasionally helps out on the girls' missions. He tends to be physically abused by the two.

Dubbed "Geek Boy" by Panty and Stocking, Brief is a rather timid youth that the girls meet during a mission at a high school. His hobby of researching paranormal activity sometimes leads the girls to the ghost of the episode. Helps out the two whenever he can (sometimes unwillingly). Also has a crush on Panty, though she usually ignores him.


Ghosts

    General 
The main enemies of the series, Ghosts are what Panty and Stocking hunt down to obtain Heaven Coins. Natural Ghosts are born as an ironic reflection of the deceased, specifically representing their failures or deaths. Artificial Ghosts are Mooks created by the Demons, but are weaker than natural Ghosts and do not give out Heaven Coins.
  • Art Shift: Their death depicts them as clay figurines.
  • Call a Pegasus a "Hippogriff": Though they're called "Ghosts", only some of them are the spirits of an individual dead person. More often than not, they are actually embodiments of some vice or frustration plaguing a specific group of humans (e.g. bachelors, plumbers, etc.). This allows the Daemons to mass produce them without some sort of massive, industrial-sized murder spree involved, which would be evil, but also wildly indiscreet and impractical.
  • Dark Is Evil: All of them are black in coloration, with red undertones.
  • Defeat Equals Explosion: Most of them do not die peaceful deaths.
    • This is explicitly said to be just because they're killed with the girls' Holy Weapons. The only two aversions are a Ghost whose corpse was left behind after being killed by another ghost, and a Ghost who redeemed himself and got pulled up into Heaven.
  • Elite Mooks: Reduced to this once the Demons show up on the scene.
  • Kryptonite Factor: A villianous example. The main way to kill a Ghost is with angelic weapons, which do little damage to humans.
  • Mecha-Mook: The artificial Ghosts.
  • Money Spider: A non-videogame example. Whenever they're killed, they leave behind Heaven Coins, which the girls need to go back to Heaven.
  • Monster of the Week: They fulfill this role for the first half of the series.
  • Our Ghosts Are Different: None of them are particularly conventional, as far as ghosts go. The moment the angels fight an army of vengeful sperm ghosts that got wiped away by tissue paper, most other things stop being surprising.
  • Out of Focus: After the Demons make their debut, Ghosts shift from the Monsters of the Week to Elite Mooks, and are mostly forgotten in the final two episodes, bar The Other Gods.

    Big Brown 
The Ghost encountered in "Excretion Without Honor and Humanity", born from a plumber who suffocated from the stench of feces.
  • Fake Ultimate Mook: Provides trouble for the Muggles, but Panty and Stocking only need one blow from each of their weapons to do it in.
  • Gasshole: Controls all the fecal matter in Daten City.
  • Pokémon Speak: A variation; it can only talk about shit, feces, and the like.
  • Talking Poo: Is a giant monster created from feces, and can only talk about crap.

    Crazy Crazy Cabbie 
Encountered in "Death Race 2010", this Ghost was born from a taxi driver whose need for speed careened him off a cliff.

    Queen Bee 
Voiced by: Aya Endo (Japanese), Leah Clark (English)

Encountered in "The Turmoil Of The Beehive", she is the spirit of an Alpha Bitch who died after being stung by the pet bee of a geek she bullied. She has a human disguise in which she is known as Queen Barby.

  • Alpha Bitch: Continued being one even after her death.
  • Big Creepy-Crawlies: She is rather enormous in her true form.
  • Cruel Cheerleader: Aside from being an Alpha Bitch, she is also a very popular and mean cheerleader, who once bullied a geek before she was stung by the geek's pet bee.
  • Hive Queen: Once her minions start mind-controlling people.
  • Insect Queen: Her true form is a titanic bee.
  • Macross Missile Massacre: Her ultimate attack is to transform her abdomen into a giant honeycomb-like rocket launcher from which she fires hundreds of bees at once, stinger-first.
  • Meaningful Name: "Queen Bee" can mean both a literal Insect Queen and an Alpha Bitch, she is both! This gets lampshaded by Panty & Stocking in the English dub.
    Panty: Can this get any more fucking predictable?
    Stocking: Nope. She's a queen, she's a bee. She's a Queen Bee. We fucking get it!
  • Punny Name: Refers to the Barbie dolls and also has the sound "bee" in it, hinting towards her true nature.
  • Puppeteer Parasite: Her bees can attach themselves to humans and subjugate them to her will.
  • Villainous Breakdown: The angels cause her to suffer one when they outshine her. This causes her to unleash her powers in an attempt to get revenge and eventually leads to her final death.

    Bloody Hood & Gal Ghoul 
The ghosts of a prostitute and her pimp who were attacked by a wolf while having sex in the woods during a picnic. The latter became a hulking werewolf creature, the former a tiny hooded imp permanently attached to the beast's tail.
  • Conjoined Twins: While not actually twins, they are connected to each other by a thin cable which serves as Gal Ghoul's tail.
  • Epic Flail: For their Combination Attack, Bloody Hood curls up in a ball and Gal Ghoul uses her as a flail.
  • Freeze-Frame Bonus: When Hood bumps into Stocking in her human disguise, she gets the telltale black-and-red spiral eyes for a split second.
  • Grievous Harm with a Body: Ghoul can use Hood as a living Epic Flail.
  • Nice Job Fixing It, Villain: They nearly kill Panty and Stocking until they decide to rub it in and get the sisters more pissed off at them than each other.
  • Prehensile Tail: Gal Ghoul's tail can be used to tie up the duo's victims.
  • Shout-Out: References Little Red Riding Hood, notably with Gal Ghoul being the Wolf and Bloody Hood being an evil version of Little Red Riding Hood.
  • Wounded Gazelle Gambit: Bloody Hood pretends to be a helpless child in need of help to lure passerby straight into Gal Ghoul's jaws.

    Patrick Fagry/Flat U. Lance 
A foul, unpleasant ghost borne from the frustrations of men who never got to experience love. Not much of a threat, but he drives crowds away with his stench and rudeness wherever he goes. Stocking finds him irresistibly attractive, for some unknown reason.
  • Ascended to a Higher Plane of Existence: Ascends to Heaven at the end of the episode after experiencing love and redeeming himself.
  • All There in the Manual: His English name is only revealed in the booklet for one of the Blu-Ray bundles. During the episode he's in, it's a case of No Name Given.
  • Casanova Wannabe: Right before Stocking meets him, he tries to ask several girls out... All of whom are thoroughly grossed out.
  • Dub Name Change: Patrick Fagry in original Japanese, Flat U. Lance in the English dub.
  • Fat Bastard: Rather heavy set, and also a jerk. Subverted at the end, when he gets admitted into Heaven.
  • Gasshole: His farts are almost like periods to every sentence he speaks... And he is not a quiet guy.
  • Gonk: Somehow manages to be this to the Ghosts, a group that includes a giant literal pile of shit and a monster with tits for eyes. He is most probably the ugliest character in the series.
  • Hypocrite: His personal hygiene is abysmal. However, he's really concerned as to whether the food he's going to eat was prepared properly.
    Flat: Did you wash your hands? I don't want germs, you know!
    Stocking: *Nods*
    Flat: Yeah, right! You're a girl! Ghosts don't like food mixed with germs! *farts*
  • The Imp: Unlike most other Ghosts, he is not malicious, and is only interested in food and sex. However, Stocking's desire for him drives her to almost abandon Panty and Garterbelt. Other than that, he only poses a threat to the lunch of anyone he approaches, sans Stocking.
  • Jerk with a Heart of Jerk: Perverted and rude, but once he starts dating Stocking... He somehow becomes even more unpleasant, being neglectful and indifferent towards her.
    • In the end, however, this is subverted. He declares his unconditional love for Stocking, a feeling confirmed as sincere when it redeems him and earns him passage into Heaven.
  • Kavorka Man: Zig-Zagged. He is introduced trying (and failing miserably) to woo a whole bunch of girls, who are all repulsed by him. Stocking, however, becomes obsessed with him.
  • Love at First Sight: Stocking goes crazy over him the moment she sees him. He... does not seem to be that into her, though. Although he does come around.
  • Punny Name: Flatulence. Also a Meaningful Name.
  • Redemption Equals Death: When he finally declares his true feelings for Stocking, his feelings of unconditional love finally redeem the feelings of regret and frustration of men who died as bachelors, that make him up. He then Ascends to Heaven.
  • Selective Obliviousness: Sometimes, it seems he just hears what he wants to hear.
    Stocking: [...] I'm actually an angel.
    Flat: *Gasps* ... What's this about anal?
  • Shout-Out: Called Patrick Fagry in Japanese, after Patrick Swayze. This same actor starred in Ghost (1990), playing a ghost romantically involved with a living woman.
  • Stellification: After ascending to heaven, he becomes a constellation shaped like a pile of poo.
  • Token Good Teammate: Far from a good person, but he is one of only two ghosts in the series that isn't openly aggressive, and of those two he's the only one with actual spoken lines. Played perfectly straight at the very end of his episode, as he's the only ghost that gets "defeated" by redeeming himself, ascending to Heaven after experiencing true love, leaving behind a Heaven Coin.
  • Ugly Guy, Hot Wife: His repulsive self, paired with Stocking, a beautiful angel. Except, Stocking is technically not his wife, but she is his fiancé.
  • Ungrateful Bastard: Is first introduced desperately trying to get laid. However, he is neglectful and downright shitty towards Stocking once they start dating. He finally realizes that he does love Stocking, since no one had actually cared about him quite as much as her. Sadly, this also redeems him from his miserable existence as a Ghost, and he gets sucked up into Heaven shortly after.

    Mr. Husband Petter 
An uncharacteristically peaceful, friendly Ghost and a honorary citizen of Daten City. Found murdered in a park, with the prime suspects being Panty and Stocking, since they, indeed, kill Ghosts where they find them. Left behind a wife and countless mourners who end up calling for the Anarchy Sisters' blood.
  • Cartoon Creature: Described as a "pet" once or twice, but his particular species (if any, since he was a Ghost) is unclear. The fact that he's a reference to Stimpy may classify him as a cat, but he looks as much as one as the former (i.e. not much).
  • Friendly Neighborhood Vampires: He used to be an upstanding citizen who just happened to also be a Ghost.
  • Not Enough to Bury: The only Ghost that averts this throughout the series. For some reason, he left a corpse for the police to find, instead of exploding and leaving no trace except for a few Heavens like most Ghosts. This is because Ghosts only explode when Panty and Stocking use their sacred angel weapons to deal the final blow. Since it was another Ghost that killed him (i.e. his wife), this did not happen. This was the evidence that got Panty and Stocking acquitted of killing him.
  • Posthumous Character: Killed before the events of "One Angry Ghost", which revolves around the trial of his presumed murderers. He only appears in a couple of flashbacks/testimonies and has no spoken lines.
  • Shout-Out: He looks a lot like Stimpy, with the good natured, silly disposition to match.
    • His wife is also a dead ringer for Ren and is revealed to be just as violent and resentful of her husband.
  • Token Good Teammate: One of only three actually two, since his wife doesn't count Ghosts in the series who aren't physically hostile, and the only one that was, apparently, a perfectly upstanding, pleasant individual.
  • Too Good for This Sinful Earth: A very nice, supportive member of the Daten City community, until his untimely death. He was the first (and so far, only) Ghost to actually get a freaking trial seeking to prosecute the ones responsible for his death, although this may be due to his status as the first and only Ghost citizen of Daten and the Daemon's plot to have the Angels convicted and sentenced to death for his murder, which was actually perpetrated by his wife.
  • Van Helsing Hate Crimes: Presumably the victim of one, after he is found dead and the prime suspects become Panty and Stocking, who dedicate themselves to killing Ghosts. Actually averted: The actual culprit was his wife, another Ghost who killed him out of jealously and frustration.

    Wife Petter 
The late Mr. Husband's widow. She leads the mob in accusing Panty and Stocking for killing her husband
  • Bitch in Sheep's Clothing: Seems to be as tame as her husband, but she's his actual killer. She turns out to be just as vicious as other Ghosts, too.
  • Cartoon Creature: As a foil to Mr. Husband, she's an Expy of Ren. Like said character, she actually does look a bit like a Chihuahua, but she's still called a "pet". And her real form bears no resemblance to any actual animal, so there's that.
  • Takes One to Kill One: The fact that she killed Mr. Husband implies that angelic weapons are not the only thing that can kill Ghosts, and that Ghosts can kill other Ghosts.

Demons

    General 
Two demon sisters from Hell and the mayor's daughters, who oppose the angel sisters. They're obsessed with order, decorum, and "rrrrrrrrrrrrrrrrrules."
  • Amazing Technicolor Population: They both have dark red skin. Oddly enough, blushing makes Kneesocks turn a lighter shade of red.
  • Co-Dragons: Both of them serve under Corset.
  • Even Evil Has Standards: They may loathe the angel sisters and consider them uncouth but they look downright horrified when they see Stocking pull out her sword and slice Panty into 666 pieces.
    • Kneesocks is visibly horrified that the angels were willing to let Brief die just to get a possible cheap shot at them. At first this looks like Hypocrite Has a Point because she took him hostage, but then you realize she still had the safety on and never intended to hurt him to begin with.
  • In the Name of the Moon: Like Panty and Stocking, the demon sisters have a Magical Incantation that accompanies their transformation sequence.
    Break, O Earth. Dry up, O sea. Burn out, O sun. Grant us power, Earthly leaders and gatekeepers of Hell. Guide us, makers of the underworld! We are high-class Demon Commanders!
  • Jerkass Has a Point: They aren't really wrong that Panty and Stocking are terrible heroes who care more about having sex and eating sweets than saving people.
  • Leitmotif: "Theme for Scanty & Kneesocks", a slow-paced electronic track with lyrics about The Power of Love.
  • Locked Out of the Loop: Like the rest of the characters who aren't Stocking, they did not see Corset's backup plan coming.
  • Noble Demon: Neither of them are nice, but they're very big on "Rrrrrrrrrrrules". Also it may have been for pragmatism's sake but they're both incensed that the angels Panty and Stocking would let Brief (their friend/lackey) DIE just for a possible shot at them.
  • Sensible Heroes, Skimpy Villains: Downplayed; Panty's and Stocking's angel outfits show a fair amount of skin, but Scanty's and Kneesocks' BDSM-esque transformation outfits make them look downright modest in comparison.
  • Shout-Out: Both of them could be a shout out to Him of The Powerpuff Girls (1998).
  • Sibling Incest: Revealed in "D.C. Confidential" that they apparently often engage in sex when the Mayor isn't looking.
  • Trrrilling Rrrs: Scanty and Kneesocks are kinda big on "Rrrrrrrules".
  • Winds of Destiny, Change!: "The Stripping" implies they have the power to impose bad luck on others.

    Scanty Daemon

An agent from Hell. Unlike the angels, she and her younger sister Kneesocks are intent on ruling with law and order (their own brand of it, of course) and speak in a more elegant style. However, Scanty has a very short temper and takes their rivalry with the angels very seriously upon losing to them for the first time. Like Panty, she can also turn her panties into guns, in this case revolvers.


  • Arranged Marriage: To Brief so that the mayor may harness the power of his magical dick. It Makes Sense in Context.
  • Bifurcated Weapon: She can also combine her revolvers to form a shotgun.
  • Biting the Handkerchief: More out of anger than grief.
  • Dark Action Girl: About the only person who can match Panty in a shooting competition.
  • Evil Counterpart: To Panty. They're both Action Girls who use handguns and have violent tempers and swear much more than their sisters (the difference being that of the angels Panty swears far more than Stocking, and of the demons Scanty is the one who gets actual swear words out).
  • Expy: Scanty has more than just a passing resemblance to Nia of Tengen Toppa Gurren Lagann. Double points because it's Gainax.
    • Her red skin, long, wild green hair and yellow/green, spiral-y eyes also makes her bear an uncanny resemblance to Tengen Toppa Gurren Lagann itself.
  • Gosh Dang It to Heck!: Mostly played straight in the dub, with only two aversions.
  • Hair Reboot: A chunk of her hair gets burnt in "If Angels Wore Swimsuits", but fixes itself moments later.
  • Hair-Trigger Temper: Ever since her fight with Panty, Scanty gets angry with minimal provocation at virtually anything that comes out of the angels' mouths.
  • Horned Humanoid: Has two small horns on either side of her head that just barely peek out of her hair.
  • Lady of War: To an extent. While she's elegant and armed with a revolver, that temper of hers wouldn't be considered graceful.
  • Named Weapons: Double Gold Lacytanga.
  • The Ojou: She even has the noblewoman's laugh.
  • Precision F-Strike: In the dub of "Bitch Girls", when Hellsmonkey is freed from his prison.
    Kneesocks: Jesus, Mary, and Joseph!
    Scanty: Holy motherfucking God dammit shit!
  • Revolvers Are Just Better: Unlike Panty, Scanty uses revolvers rather than pistols.
  • Scars Are Forever: At least by the end of "Bitch Girls: 2 Bitch", in which Panty throws a burning pair of panties at her face, leaving a burn mark that lasts the rest of the episode.
  • Sesquipedalian Loquaciousness: In the dub, going so far as to replace the majority of the cursing in the original script.
  • Tsurime Eyes: Only surpassed in this category by her sister.
  • Why Won't You Die?: During her first brawl with Panty, she's seen firing her revolvers (as she's seen missing every shot) at her while furiously screeching out this trope exactly word for word which is highly fluctuated by her highly increased aggravation.

    Kneesocks Daemon

Scanty's younger sister and another agent of Hell. Pretty much the same as her sister, though she's the more outspoken one of the two, plus she's far more proficient at controlling her temper than Scanty. Unlike Stocking, her knee socks turn into scythes.


  • Affectionate Nickname: Her sister Scanty refers to her as "Kneesocks-san" (Japanese) or "Miss Kneesocks" (English).
  • Badass Adorable: As dangerous as her sister in a fight, and much more emotional than her as well (and much nicer than when Scanty's emotions get the better of her).
  • Co-Dragons: With her sister to Corset.
  • Country Matters: In her Tom Croose disguise, she uses "cunt" frequently.
  • Dark Action Girl: She's just as good at melee as Stocking is.
  • Dual Wielding: With twin scythes, compared to Stocking's katana.
  • Expy: Her hair brings to mind Yoko of Tengen Toppa Gurren Lagann. Given that Scanty resembles Nia, its most likely that this was intentional.
  • Evil Counterpart: To Stocking.
  • Evil Sounds Deep: An evil demon who possesses the deepest voice of the female characters, both in Japanese and English.
  • The Glasses Come Off: She doesn't wear her glasses at all throughout "If the Angels Wore Swimsuits".
  • Gratuitous English: Exaggerated; some of her sentences are practically a 50-50 split between Japanese and English.
  • Gosh Dang It to Heck!: In the dub. Kneesocks is the only main character who never swears throughout the entire series. However, her Tom Croose disguise averts it completely.
  • Horned Humanoid: Has one large horn that sticks out of her forehead and bangs.
  • Hot-Blooded: Though of a different stripe than her sister: while Scanty has a much more violent temper, Kneesocks is much more emotional in general and can get carried away when she's on a roll.

  • Paper-Thin Disguise: It's a wonder she managed to fool Panty and Stocking into thinking she was a roulette operator... by simply taking off her glasses and putting on a mustache.

  • Sesquipedalian Loquaciousness: In the dub, which fits with the high-class and orderly standards she holds herself to.
  • Sinister Scythe: What better weapon for a literal demon to wield in combat?
  • Spell My Name With An S: Her name is usually spelled "Kneesocks," but the soundtrack spells her name "Knee Socks."
  • Sugar-and-Ice Personality: Though she's more outspoken and uptight than her sister, she's less emotional than her sister. Her soft side only comes out around Scanty (causing her to turn pink).
  • Tomboyish Ponytail: Downplayed in terms of appearance and personality. While she dons a really spiky ponytail, she's mostly identified as a higher social standard with eloquent mannerisms but is way more collected and poised than her sister, who'll likely snap whenever she gets miffed.
  • Tsurime Eyes: Possibly the most extreme case in the entire series.

The mayor of Daten City and father of Scanty and Kneesocks. He is a BDSM demon who wears a very tight corset. He seeks out the blood kin of Hell's Monkey, Brief, whose penis acts as the key to Hell.


  • Abusive Dad: He has an odd way of punishing his daughters when they fail; dropping them into toilet water. Not to mention forcibly using his daughters as weapons during the final battle. He probably isn't their actual father, though, and is implied to be their version of Garterbelt.
  • All Your Powers Combined: When he assumes his full power form and attaches the Demon Sisters to his arms, he is able to summon and use much bigger, more powerful versions of their respective signature weapons.
  • Arm Cannon: After bonding Scanty to one arm.
  • Big Bad: He takes the position of the primary villain of the series after his introduction.
  • Blade Below the Shoulder: After bonding Kneesocks to one of his arms.
  • Bondage Is Bad: As per his namesake, he wears an extremely tight and itchy corset at all times, and tends to tighten it even more when he gets overly emotional.
  • Combat Sadomasochist: In "Bitch Girls: 2 Bitch", he tightens his corset so hard that his body swells into a One-Winged Angel form.
  • Creepy Blue Eyes: He shifts between this and red eyes.
  • Creepy High-Pitched Voice: Similar to Chris Ayres' portrayal of Frieza, Corset has one in the dub.
  • Evil Brit: He has a slight British accent.
  • Evil Counterpart: Both he and Garterbelt have a heavy bondage theme, and have X-shaped scars on the opposite sides of their chests.
  • Evil Sounds Raspy: In the dub, he has a raspy voice.
  • Glasgow Grin: When not in public, he pulls his lips back with hooks which gives him quite a bony-looking face.
  • Growing Muscles Sequence: He can tighten his corset so much that this apparently happens.
  • Knight of Cerebus: While he is still a somewhat comedic villain, the show becomes significantly darker when he appears. He is more competent than his subordinates, his plan is to release an Eldritch Abomination to take over Earth and Heaven, and most importantly he takes action while Stocking is on a bus and Panty is depowered, which allows him to inflict a Darkest Hour the likes of which had never before been seen on the show.
  • Mayor Pain: The Wilkins. Not only he is the mayor of Daten City, he's also the series's Big Bad.
  • Not Quite Dead: He is destroyed in "Bitch Girls: 2 Bitch", but shortly after respawns from Brief's penis in the form of a hopping blob.
  • Paper-Thin Disguise: He dons a slightly more humanoid but still Obviously Evil appearance in public. The "crappy disguise that works" part is subverted when Brief instantly recognizes him when he reappears in his demonic form.
  • Purple Is Powerful: He is a tyrannical mayor with purple skin.
  • The Social Darwinist: Implies himself to be one with this line:
    Corset: The weak wear the chains, and the strong wield the whip!
  • Villain with Good Publicity: In spite of his daughters being fairly blatant about their demonic nature, notably starting a demonic gunfight in the middle of a ballroom filled with the city's social elite...
  • Walking Spoiler: He's in the "spoiler characters" section for a reason. His appearances in the show are few and far between, and none of them actually reveal anything about him other than his being the employer of Scanty and Kneesocks until the very last episodes of the show.

    Judgement 
Judgement, definitely God, rules in heaven and gives angels like Panty and Stocking their orders through holy men such as Garterbelt. She uses flashes of lightning to send scraps of paper with messages on them for their next assignment, and uses Chuck as a medium to send them through.
  • Art Shift: Is portrayed by a real life model.
  • Divine Gender Flip: She's supposed to be God.
  • Divine Parentage: Panty and Stocking refer to Judgement as mother. Although whether it's just because she's called the Holy Mother or if she actually birthed them is yet unknown.
  • The Faceless: Only her legs are seen.
  • Finishing Stomp: Stomps on Corset so he can return back to hell.
  • God: She rules in heaven and gives angels like Panty and Stocking their orders through holy men such as Garterbelt. She's been explicitly called the Holy Mother in one of the mangas, implying that she's a genderbent version of the Holy Father.
