     Rawhides 

New recruits to the Joe team.

  • Big Damn Heroes: They arrive to reinforce Flint's unit after General Hawk and the majority of the Joes are taken down by Cobra-La's defenses.
  • New Meat: While presumably accomplished in their own right (since the Joe team is already an elite unit made up of many top military personnel), they're considered this to the Joes.

Falcone, Vincent R. (“Lt. Falcon”)

  • Aesop Amnesia: In the DiC continuation, he becomes a lazy screwup again, resorting to drugs to try to keep up with the other Joes.
  • Brilliant, but Lazy: He's got all the potential to be a top-flight Joe, but he prefers to be a "gold plated goof-off"; which takes Duke's nearly dying to change his mind.
  • Jerkass: In his Establishing Character Moment, he not only blithely invites an attractive woman into the Joe stockade to show off a captive Serpentor, he has the nerve to get angry at Duke for rightfully calling him out on his irresponsible behaviour. He even tries to pull rank on Duke (since he's a lieutenant and Duke is a sergeant), either not knowing or not caring that under the Joe command structure, Duke is second only to General Hawk.
  • "The Reason You Suck" Speech: When he and Jinx arrive at the stockade after the Dreadnoks, Pythona and Nemesis Enforcer rescue Serpentor, an enraged General Hawk grabs him by his scarf and sums up the depths of his failure: not only has Serpentor been rescued, several vehicles and the base itself were damaged and Gung-Ho, Bazooka and Alpine are all badly injured enough that they take no further part in the movie.
    • Later on during his preliminary hearing (as preparation for a court-martial), General Hawk is practically seething as he points out he's astounded someone as insubordinate and outright useless as Falcon even got into the Joes, and further notes that the officers on the court poured through Falcon's military record to find anything that would justify them not applying the maximum penalty Clarification ... and found nothing.
  • Related in the Adaptation: Unlike the original toyline and the Marvel Comics, this version of Falcon is the half-brother of Duke.
  • The Resenter: He carries a massive chip on his shoulder where Duke is concerned, and some of their exchanges imply that Duke's been looking over him most of their lives.
  • Surveillance Station Slacker: He wanders off from his post to harass Jinx, allowing Pythona, Nemesis Enforcer and the Dreadnoks to enter the compound and free Serpentor.
  • The Friend Nobody Likes: No one seems to really like him, no doubt caused by his slacker tendencies and awful record. General Hawk expresses disgust that he and the other higher ups were unable to find anything positive in his entire military record. During preparations to attack Cobra-La, Beachhead singles him out as being especially useless and unreliable, and brushes aside Falcon's desire for revenge for the simple reason that he can't trust Falcon to actually be any good.
    • The other Rawhides are divided between seeing him as The Millstone that makes all of them look bad and an Ungrateful Bastard for his rejection of Duke putting his neck on the line for him during his preliminary hearing.

Lavigne, Christopher M. (“Law”)

  • Broken Pedestal: He becomes this for Beachhead, who is initially quick to praise him for his apparent military professionalism, only to curse him and his German Shepherd, Order, with fleas after a bomb disposal exercise.
  • Canine Companion: Law is always accompanied by Order.
  • Fluffy Tamer: For Order; he has a much easier time getting the dog to obey him than Beachhead does.
  • Mildly Military: He is a Corporal in the Military Police.
  • Noodle Incident: Apparently, he and Order briefly swapped roles - Law sought out the bombs and Order disposed of them. We are never given the details beyond it not working.

Provost, Philip M. (“Chuckles”)

  • The Big Guy: He is strong enough to run with a missile over his head and start up a beat up old Tomahawk by physically spinning the rotors until the engine could take over.
  • Hawaiian-Shirted Tourist: He wears loud Hawaiian shirts to throw off suspicion. Nobody who dresses like that could possibly be an undercover agent... right?
  • The Voiceless: He has no dialogue.

Arashikage, Kimi (“Jinx”)

  • Berserk Button: Don't mention her being unlucky. Just don't.
    Jinx: First one to say anything about me being bad luck gets a knuckle massage!
  • Blindfolded Vision: Fights better blindfolded than with normal vision. Justified, since she was trained by the Blind Master.
  • Kiai: Says this once while sparring with Beachhead.
  • Noodle Incident: She mentions, to a disguised Zarana, that she had a previous date with Falcon at some point before the movie.

Lee, Nicky (“Tunnel Rat”)

  • Badass Boast: After Beachhead explains the course, he scoffs at the challenge set:
    "Big deal! I've got kicked out of kindergartens with tougher playgrounds than this."
    • The boast is of course undercut by his Dungeon Bypass, where he completely avoids the entire course.
  • Cutting the Knot: How he views his usage of a drainage tunnel to bypass Beachhead's obstacle course. He genuinely seems unable to understand why Beachhead is annoyed.
  • Dungeon Bypass: During the Rawhides' training exercise, he spots a drainage tunnel that he uses to head for the goal, avoiding the traps that have been set.

Sanders, Bradley J. (“Big Lob”)

  • Large Ham: Uses sports lingo when he’s narrating his fights, even while swimming underwater.
  • Third-Person Person: He refers to himself in the third person during his exercises.

     Renegades 
Sergeant Slaughter's personal squad, made up of mean, tough soldiers only Sergeant Slaughter can keep in line.

  • True Companions: Seemingly averted, as Red Dog has no problems abandoning Falcon during the raid on the Terrordrome, and both he and Taurus are quick to accuse Mercer of withholding information.

Stratton, Felix P. (“Mercer”)

  • Adaptation Dye-Job: His dark red hair is black in the DiC animated series, and he is given a beard. His original file-card also portrays him with blonde hair.
  • British Stuffiness: Speaks in a British accent and is very antagonistic to Falcon, at first.
  • Defector from Decadence: According to Slaughter, Mercer was a former Cobra viper who "saw the light".
  • Heel–Face Turn: When and how is not explained.
  • Locked Out of the Loop: Understandably has no idea what Cobra-La is when the Renegades overhear Serpentor briefing his troops, leading to Red Dog and Taurus to accuse him of holding out on them.
  • The Smart Guy: In the raid on the Terror Drome, his knowledge on the Cobra fortress's layouts proves invaluable for their infiltration.
  • You Fight Like a Cow:
    "I've seen putty with more backbone."

  • Noodle Incident: He was kicked out of the National Football League for “unnecessary roughness”.
  • Pet the Dog: While doing pullups alongside Falcon, when he notices Falcon having trouble he grabs Falcon's belt to help him. Of course, he could also be showing off, since he's now doing one-handed pullups while supporting Falcon.

Ayvazyan, Varujan (“Taurus”)

  • Absurdly Sharp Blade: Carries a scimitar sharp enough that it shortens Falcon's handgun.
  • Facial Horror: Offers to remove Falcon's face.
  • Verbal Tic: He sometimes finishes his sentences with an upward inflection of "yes?".

  • Allfor Nothing: He escapes, thinking he's won and the spores will come to Earth; however, the Joes destroy the Spores and Cobra-La. Golobulus was killed in an avalanche. His plans failed and he did everything for nothing. His death in vain.
  • Bald of Evil: He is bald and a villain.
  • Evil Overlord: Unlike Cobra Commander, Golobulus is the sovereign leader of his nation rather than a wanted terrorist. The problem is that he is a genocidal maniac.
  • Eyepatch of Power: Not so much an eyepatch as a vaguely organic implant over his right eye.
  • Eye Scream: Falcon stabs him in his organic monocle thingy near the end of the film.
  • Greater-Scope Villain: Ruler of Cobra-La, and the one who gave Cobra Commander his orders (i.e. to found "Cobra" and Take Over the World). He also apparently implanted the idea of creating Serpentor into Dr. Mindbender's brain in the first place.
  • Idiot Ball: Due to his own arrogance, he caused the deaths of his two loyal servants, Pythona and Nemesis Enforcer.
  • Karma Houdini: Escapes at the end of the Final Battle, his fate unknown. However, a series of trading cards stated that Golobulus was killed in an avalanche when Cobra-La was destroyed.
  • Luke, I Am Your Father: Credits himself for the creation of Serpentor.
  • Never My Fault: His arrogance caused the deaths of Pythona and Nemesis Enforcer, but blames them for their failures instead of himself for causing it.
  • Right Red Hand: He has a snake-like lower body and a highly disfigured face.

Pythona

  • Designated Girl Fight: Engages in one with Jinx during the final battle in Golobulus' throne room.
  • Disney Villain Death: Jinx trips her into the Chasm of Oblivion.
  • One-Woman Army: She manages to fight her way through barbed wire, barricades and squads of Crimson Guard just to reach Serpentor.
  • Wolverine Claws: Her fingernails extend into poisonous claws.

Nemesis Enforcer

  • Animal Motifs: He has an unusual bat-like motif unlike other Cobra-La dwellers, who are associated with reptiles and anthropods.
  • Blade Below the Shoulder: He has blades that grow backward from his wrist. They're able to cut through a Havoc with ease, and sturdy enough to peel a much thicker shell open.
  • The Dragon: To Golobulus, as his name indicates.
  • Stealth Pun: A nemesis is someone's greatest opponent, and Nemesis Enforcer proves to be the single biggest threat to the Joes throughout the movie. Despite Sergeant Slaughter's animosity with Serpentor, Nemesis Enforcer is Slaughter's biggest physical foe.
  • The Voiceless: He doesn't talk at all, he just growls and roars.
  • Winged Humanoid: Has a pair of bat wings that allows him flight. They're also resilient enough to act as a shield against laser fire, as demonstrated when he protects Serpentor during the Renegades' raid on the Terrordrome.

  • Badass Decay: They don't make anywhere near as good as showing against the Joes the second time around, partially due to the fact they no longer have the shock value that caused them to overcome the Joes so easily earlier.
  • Elite Mooks: Compared to the Cobra troopers and Vipers.
